Project Setting
The 4 5 acre project site is located off SR 1718 approximately 0 3 mile west of the HWY
99 intersection adjacent Jacks Creek a tributary to Pungo Creek near Belhaven in Beaufort
County North Carolina The site is currently developed as a small campground offering ±6
camp sites with power and septic hook ups The camp sites are situated on a highground ridge
that slopes down to Coastal Wetlands marsh on the east and west side as well as a 40 wide
marsh fringe on the north side adjacent Jacks Creek The Coastal wetlands marsh is vegetated
with giant cordgrass (S ap rtana cynosuroades) salt grass (Distichalis sap rata) black needlerush
(Juncus roemeraanus) salt meadow hay (S artana ap tens) and saw grass (Cladaum jamaaeense)
The Coastal wetland transitions to a 404 wooded wetland well landward of Jacks Creek and
extends landward on both sides to SR 1718 Located at the tip of the ridge in closest proximity
to Jacks Creek the Coastal Wetland marsh has been mowed The mowed area is vegetated with
salt grass (Dastachalas s acata ) There has been some limited vehicle traffic driving across this
area while launching small boats The upland ridge is vegetated with maintained lawn mainly
Bermuda grass and various hardwood trees
There is an old house located near the driveway entrance to the project site next to SR
1718 There is an existing circular drive around the perimeter of the uplands Inside the loop of
the circular drive are the bulk of the campsites as well as a bathhouse for campground patrons
The project site is in a rural setting with adjacent properties developed lightly either as
agriculture field and or as single family residential The adjacent property to the west is
developed as a church with an associated graveyard The adjacent property to the east is
developed with one single family residence bulkhead and a pier
Water depths in the creek deepen gradually ranging from minus 2 below the normal
water level (NWL) 20 offshore to minus 4 5 below NWL 60 offshore DCM staff has not
observed any submerged aquatic vegetation in the nearshore area around the project site The
applicants also reports not finding any SAV during a 14 June 2009 site investigation In the
vicinity of the project site Jacks Creek has a width of 343 Jacks Creek is designated as an
Inland body by the NC Wildlife Resource Commission and SC NSW by the Environmental
Management Commission Jacks Creek is closed to shellfishing
Project Description
This project has been the subject of three scopmg meetings in the Washington Regional
Office 10 June 2009 21 December 2010 and 23 August 2011 The applicant proposes to
construct a 5 5 x pier with a 16 j x ead platform a 5 9 x finger perpendicular to t he-
main pier structure with 2 — single pile het ski lifts 3 14 x 16 slips each with a 13 x 13
boatlift and a 5 x 16 finger pier The pier system will have a total of 5 slips The applicant also
proposes to construct a 12 wide x 50 long pile supported boat ramp adjacent to the proposed
pier Approximately 40 of the boat ramp will be constructed over Coastal Wetland marsh The
boat ramp is to be constructed where the marsh has been mowed and vehicles have been
launching small boats when ground conditions allow The boat ramp is to be elevated 3 above
the marsh substrate and will extend waterward into Jacks Creek 20 of which 12 will be below
the NWL The applicant proposes to fill a gravel access road to the proposed boat ramp along
the upland area closest to the creek The terminal end of the access road will have an
earthen/gravel ramp to the proposed boat ramp The earthen ramp will fill an area of 404
wetlands approximately 560 ft2 dust landward of the Coastal Wetland line A toe board will be
bolted to the outside of the pier pilings next to the earthen ramp in order to eliminate the fill
slope and amount of wetland fill area
Project Impacts
The project as proposed will result in the filling of 560 ft2 of 404 wetlands vegetated with
maintained Bermuda grass The pile supported boat ramp will shade 480 ft2 of Coastal wetlands
marsh The proposed pier system with 5 slips will shade 1 322 ft2 of Jacks Creek bottom The
project will increase boat traffic in the area and their associated impacts The gravel access drive
to the proposed boat ramp will fill 1920 ft2 of uplands

Project Narrative
Located off the Pungo Creek, on Jack Creek, half a mile from Sidney Cross
Roads at 5441 Sidney Road, Belhaven NC
We are planning to enhance an existing camp ground by building a pier
66' long by S' wide with a 16' x 16' tee with 4 finger piers Included will be
five (5) boat slips, three (3) slips will have 13' x 13' boat lifts and two (2)
personal water craft lifts This will give campers water access along with boat
landing and docking capabilities
The pier will be constructed with pilings and concrete slats
There will be a 12' wide boat ramp, with a small fill area at the beginning
of the ramp Remaining boat ramp will be elevated Ton pilings and concrete
slats The ramp ending will be in 2 %'— 3' of water
On June 14, 2009 SAV conducted a study that showed no findings of
vegitation
The boat slips will be in 4 W to 5' of water
The owners plan to contract with a local contractor to drive pilings, set
concrete slats using barge, excavator, logging mats and a tractor along with the
usual tools
The configuration of the final draft is a result of three scoping meetings
with attendees rom the NC Department of nvironmen and Natural Resources
