Dear Ms Hughes
We received your letter to Dr Arnold Sobol dated 6 January 2012 in the mail on 9 January 2012 requestmg
additional information to his Individual Permit application for Department of the Army (DA) authorization to
permanently impact 146 acres of Section 404 Jurisdictional wetlands to facilitate the completion of the Village at
Mott s Landing residential development in New Hanover County Please see our responses to your requests which
are in bold letters below
1) Insufficient project plans The wetland impact maps and corresponding table (Table 2 Wedand Impact
Summary) you provided show the footprint of the proposed impact areas, however, this is not adequate
enough information for us to release the project on Public Notice Please provide drawings (to scale)
showing the dimensions of each impact area (preferably on a 8 % x 11" plan sheet) and include
specifications where culverts headwalls retaining walls etc will be utilized
Please see the attached wetland section and profile sheets detailing each impact area These have been drafted
on 11 x 17 sheets on account of the loss of detail that would occur on an 8'/i x 11 sheet
2) Lack of avoidance and minimization Please bear in mind that jurisdictional impacts must be avoided
and minimized to the maximum extent practicable Please consider making design changes within the
proposed areas of lot fill to avoid these wetland impacts
Please see the attached revised impact map and the wetland section and profile sheets for details on specific
wetland avoidance and nummization measures taken Each structure was placed as to adhere to each lot s
setbacks and to adhere to the visual continuity of the adjoin lots These measures have lowered the overall
impact by 0 35 acres below the proposed impact amount I have also amended and attached Table 2 Wetland
Impact Summary for Mott s Landing Phases I 1 A & B and 2 from the Supplemental Narrative document
included with the permit application and have highlighted the items that have changed
We feel that sufficient measures have been taken to avoid wetlands and mmunize the impacts to wetlands where
