The Project or Project Area is approximately 2.14 acres total.There are two distinct Project Areas,denoted as Project Area 1 and Project Area 2,which are located by Eller Drive and
Lutz Boulevard respectively;Project Area 1 has a total acreage of 1.46 and Project Area 2 has a total acreage of 0.68.Both Project Areas currently consists predominantly of
undeveloped woods(See aerials attached).Surrounding land use consists mainly of commercial and residential developments.

Project Area 1:
The City of Hickory Plans to construct approximately 1,907LF of public roadway extending from the existing end of Eller Drive to the existing end of Short Road in Catawba County,North
Carolina.The construction of the public roadway includes the construction of an approximate 80'clear span bridge,crossing Muddy Creek,erosion control measures(i.e.silt fence,
etc.),roadway construction,utility installation and drainage network installation.Equipment to complete the installation of the above mentioned items include but not limited to a
mechanical dozer,track hoe,and compaction roller.This crossing does not impact Muddy Creek.
Project Area#2:
The City of Hickory Plans to construct approximately 1,765LF of public roadway extending from the existing end of Lutz Boulevard to the proposed Short Road Extension(Site 1)in
Catawba County,North Carolina.The construction of the public roadway has proposed impacts of approximately 145LF of an existing Tributary to Muddy Creek.This impact includes
two(2)72"Diameter CMP culverts buried 1'below nominal streambed elevation with inlet headwall,rip rap dissipater,erosion control measures(i.e.silt fence,skimmer basins,pump
around steam impact area,etc.),roadway construction,utility installation and drainage network installation.Equipment to complete the installation of the above mentioned items include
but not limited to a mechanical dozer,track hoe,and compaction roller.

E. Impact Justification and Mitigation
1.Avoidance and Minimization
1a.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The proposed double 72"CMP diameter culvert has been located in a sense to minimize the length of impact to the existing stream for roadway
infrastructure.A headwall on the inlet side and mittered end on the outlet portion has also been implemented to shorten the amount of impacts to the
stream with Rip-Rap located at both inlet and outlet locations to slow the flow down through the culvert system.
lb.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
During construction a pump will be implemented to maintain existing flow and prevent erosion of the existing stream.Pumping of the stream will start at
the upstream side and pumped around the construction area until the culvert has been fully installed.
