Thank you for your letter dated January 5 2012 in which you request additional
information regarding the NWP application submitted for Twin Creek Station Below is a
response to your comments
The proposed driveway and parking configuration does not demonstrate avoidance and
minimization of wetland impacts
The site plan includes two buildings 1) the construction of a new 1 908 sf office building on the
southern end of the property and 2) the relocation of a 220 sf building to the northern end of the
property Parking is needed for both structures The project engineer attempted to minimize
wetland impacts as much as possible in the site design The proposed configuration was the only
way to situate both buildings, parking and stormwater facilities You also asked whether impacts
could be shifted to the northeastern part of the site so that it would be adjacent to an existing
culvert located off site NC DOT has a drainage easement in this location and the applicant was
unable to disturb the area
The number of parking spaces shown on the site plan meets the Town of Shallotte s minimum
parking requirements The minimum required parking for the project is one space for every 300
square feet of gross floor space plus one space for every two employees This building is a two
story building with a total area of 3996 sf and a total of eight employees anticipated The
engineer has provided 17 parking spaces 13 for costumers and four for employees
Please justify the determined size for your stormwater facility based on revised impervious
surface area
The engineer has minimized the size of the proposed stormwater pond as much as possible by
designing vertical sides Furthermore the pond has been oriented to allow the natural drainage

course of the wetland to be incorporated in the outlet of the pond Enclosed is a letter and
stormwater drawing from the engineer
We recommend utilizing /expanding on the existing stormwater fatalities on site
The project engineer contacted NC DOT early in the planning process to inquire about possibly
utilizing existing stormwater swales NC DOT would not allow them to use the swales Please
see the attached letter from the project engineer that gives more information about this issue

As you are aware our I= has been retained bj Mr Robert White to provide site development
sett ices for his subject property located on Main Street to Shallotte North Carolina Earll in our
ins olvement of the project it was determined that the property had wetlands tiaversung across the
middle of the property the NCDOT was completing the nearby Smith Avenue E \tension
improvement,, in Shallotte at the same time as our initial site planning efforts We noticed that the
NCDOT had cleated two stormwatei channels that ale located within a permanent drainage eisement
on Mr White s propem in conjunction with their project In an effort to n un=ze the impact to the
wetlands on the site I contacted the NCDOT to determine if the too stormwatei channels could be
filled in and the NCDO1 stoimwater runoff piped to their created wetland area that is located acioss
the street from our Client s pi.opeity We wcte infouncd by the NCDOT that these two channels
weie in fact stormxiatet basins and were part of a pr(, treatment s3 stem for the stormwater iunoff and
it would be impossible for these basins to be filled With that information -,,e proceeded to develop a
site plan for the propert) that would nunitnize and avoid wedand disturbance as much as practical
As 5 ou are aware the site is i ery confined and the. soils will not support any type of stormwater
infiltration s) stem the onl) other option to treat the stormwater runoff is through the use of a «et
retention pond In order to minimize the space required for the pond the sides of the pond with the
cYception of the iegiured ten foot vegetati-, e shelf ale designed to be vertical The pond has been
oriented to allow the natuial drainage course of the wetland to be incorporated in the outlet of the
pond A dra\%ing has been included for your review showing the proposed storm drainage sjstem
Filling of the site has been kept to i minimum to cause the least amount of impact to the wetlands
The paiking iequuements for the site meet the 7 own of Shallotte minimum tLquuements for_ the
intended use of the piopetty The minimum iequired paining for the project is one space for eery
