at the Whittier site The proposed improvements will provide river access in the area of the Tuckasegee Area Hydroelectric Projects Key Design Features According to my review of the revised drawings and our streamside discussion the key features include Excavation and fill beyond the high water mark will be very limited (42 ft3 and 32 ft3 respectively) Retention and protection during construction of natural riparian vegetation Native shoreline vegetation should be left unaltered as much as possible The specimen trees illustrated in the Site Layout and Grading Plan will be protected from construction impacts and equipment damage with maximum protection of lateral roots Revegetation with native deep rooted species Riparian buffers should be maintained or re established with plantings of natives species such as silky dogwood and multi stem river birch wherever possible Stringent erosion control measures should be installed where sod is disturbed and should be maintained until project completion n the upland areas and along the shoreline construction area in the riparian portions of the project No excavated material should )e stockpiled where sediment will erode to surface waters Grading to feature a vegetated swale area (raingarden) for stormwater reduction )ther Measures Notify USFWS prior to construction for final site review and endangered species check Communicate the importance of erosion control and other design features and construction phasing to all contractors and staff on ite ndangered Species Act We have records of the endangered Appalachian elktoe (Alasmidonta ravenehana) from this stream each and this reach is designated critical habitat for this species We also have records of the Candidate species Sicklefin edhorse (Moxostoma sp ) from this reach During our site visit we looked at the habitat in the vicinity of the proposed river access 3cilities the Corps delineated the high water mark and you described the planned facilities We also discussed the following onstituent elements which are essential to the conservation of the Appalachian elktoe 1 Permanent flowing cool clean water 2 Geomorphically stable stream channels and banks 3 Pool riffle and run sequences within the channel 4 Stable sand gravel cobble and boulder or bedrock substrates with no more than low amounts of fine sediment 5 Moderate to high stream gradient 6 Periodic natural flooding and 7 Fish hosts with adequate living foraging and spawning areas for them ritical habitat is designated for the Appalachian elktoe in the main stem of the Tuckasegee River (Critical Habitat Unit 2) from the C State Route 1002 Bridge in Cullowhee Jackson County North Carolina downstream to the N C Highway 19 Bridge north of ryson City Swain County North Carolina ological Conclusion Based on the site visit we made together the revised drawings and the commitment to construct this cility with the utmost care and erosion control we find the proposed project will not likely adversely affect the Appalachian ktoe nor will it constitute an adverse modification of critical habitat This conclusion is based on successful implementation of all the design features and
