9 PROJECT DESCRIPTION
The project site is located at 181 Beach Road South on Figure Eight Island adjacent to a man made cove within
Banks Channel and Middle Sound in New Hanover County The island is accessed from the mainland at the
end of Edgewater Club Road (SR 1402) by a private bridge over the Atlantic Intracoastal Waterway (AIWW)
and an earthen causeway which traverses Middle Sound Heading east on the causeway turn right on Beach
Road South and travel south approximately 2 miles until you reach the property of interest that will be located
on the right just before the end of the cul de sac The applicant currently maintains a two story single family
residence on the property The lot is approximately 0 49 acre in size and averages 6 feet above normal high
water (NHW) Upland vegetation on the property consists of maintained lawn grass and ornamental
landscaping The property then transitions towards the adjacent cove into an area of approximately 25 in width
which consist of §404 type vegetation such as Sea Oxeye (Borrichia frutescens) Salt Meadow Grass (Spartma
patens) and Grounsel Bush (Baccharus hahm foha) Waterward of this area of vegetation at the approximate
normal high water (NHW) boundary is an area of low marsh that consists primarily of Glasswort (Sahcornia
spp ) and Salt Meadow Grass (Spartina patens) The 120 shoreline of the property is currently experiencing
erosion and exhibits an erosion escarpment approximately 1 2 in height located dust landward of the NHW
boundary The applicant recently received a CAMA General Permit No 59114 in December 2011 for the
construction of a wooden bulkhead to be located at the location along the escarpment, which to date has yet to
be constructed The applicant currently maintains an existing private docking facility An existing access pier
extends into the cove measuring approximately 55 in length by 6 m width The pier terminates onto a small
uncovered L head platform measuring approximately 8 m length by 8 m width An access ramp leads from
the platform onto a floating dock measuring approximately 16 in length by 8 in width which runs
perpendicular to the shoreline The existing docking facility currently accommodates up to two (2) vessels
Waterward of the NHW boundary in this area of the existing docking facility is an mtertidal strip of sand which
is approximately 20 feet in width (See sheets 1 through 4 of 4)
The New Hanover County 2006 Land Use Plan classifies adjacent waters and high ground portion of the
property as Conservation. The waters of Banks Channel and Middle Sound are classified SA ORW by the
Division of Water Quality They are NOT designated as a Primary Nursery Area (PNA) by the N C Division of
Marine Fisheries and they are OPEN to the harvest of shellfish
PROPOSED PROJECT
The applicant proposes to expand an existing docking facility by adding a new platform and floating dock into a
man made cove within Banks Channel A new uncovered L head platform measuring approximately 16 in
length by 16 in width would be installed on the eastern side of the terminal end of the fixed pier which would
replace the existing platform The applicant also proposes to replace the existing floating dock with a new
floating dock measuring approximately 16 in length by 20 in width The new floating dock would provide
docking space for up to four (4) vessels The application states that the existing water depth in the area of the
proposed floating structure is approximately 4 0 to 6 0 at normal low water (NLW) (See sheets 1 through 4
of 4)
10 ANTICIPATED MACTS
The proposed structures would incorporate approximately 576 sq ft of Estuarine Waters and Pubic Trust Area
The proposed floating dock would extend approximately 85 feet into a waterbody which measures
approximately 290 feet across This distance would conform with both the 1/4 width rule and the established
pier lengths Based on the riparian corridor that was established for this side of the cove the proposed
structures would not encroach into the 15 Riparian Corridor Setback requirement Minor increases in turbidity
should be expected during construction

and floating dock They include enlarging the pavlbon seating area from 8x8
to 16 x16 and enlarging the 8x16 floating dock to 16 x20 The enlarged
