As the gas transmission line traverses the Carolina North property, it will be co- located with the Duct Bank Utility Line Project in order to minimize environmental impacts. The Duct Bank Project will have already cleared a construction corridor. Then, the Duct Bank will be installed first and the gas transmission line installation will immediately follow. Following constrruction completion, pre - construction grade will be re- established at Wetlands C and F, and the areas will be revegetated with native wetland plants. 3. Comments: Pump arounds will be used during the installation of the culverted crossings at S1 and S3, and directional boring will be used at S2 and S4. S1 is a ermanent impact of 69 linear feet of stream due to installation of a culvert and this Page 8 of 15 PCN Form — Version 1.3 December 10, 2008 Version impact has already occurred under the existing Nationwide 12 Permit (SAW -2011- 01294). An additional 28 linear feet of temporary impact was anticipated with construction at S1. The temporary impact at S1 includes the impacts from the pump around. At S2 and S4 directional boring will be used to install the utility crossings, so there will be no impact to the stream channels at these locations. S3 is a permanent impact of 41 linear feet of stream due to installation of a culvert. An additional 10 linear feet of temporary impact is anticipated with construction at S3, and this temporary impact includes the pump around for the culverted stream crossing. S5 is a crossing of Crow Branch on the Carolina North property. As the gas transmission line traverses the Carolina North property, it will be co- located with the Duct Bank Utility Dine Project in order to minimize environmental impacts. The Duct Bank Project will have already cleared a construction corridor. The Duct Bank utility line will be installed first and the gas transmission line installation will immediately follow, utilizing the same construction contractor. Original grade will be re- established following construction. 4. The North Carolina Division of Water Quality (DWQ) requests are shown in bold and UNC -CH's responses follow. Five copies of this response are provided. 1. Section B. 3a indicates that the Duct Bank has been previously permitted. Please provide the DWQ Project # information for the WQC and buffer authorization. The DWQ Project # for the Duct Bank is 11 -0476. 2. Has DWQ conducted buffer determinations for all streams depicted on the Soil Survey of Orange County (published version) and/or the USGS topographic snap (1:24000) within your project limits? if so, please provide a copy of this information. If not, please locate the project boundaries on the most recent bound and published Soil Survey of Orange County and the USGS 1 :24000 topographic map for the project. DWQ has not conducted field determinations for the portions of the project located north of Homestead Road in Chapel Hill, North Carolina. A copy of the Soil Survey of Orange County map with the location of the project boundaries is attached to this response. A USGS topographic map showing the project boundaries was provided in the 401 WQC application submitted on November 4, 2011 and is also provided with this response. 3. Please include temporary stream impacts associated with S1 (28 LF) and S3 (10 LF) in the Stream Impact Table Section C.3. The temporary stream impacts associated with S 1 and S3 have been included in the Stream Impact Table Section C.3. The revised table is attached. If you have any questions concerning response please contact me at (919) 962 -9752. Sincerely, Sharon A. Myers, L.G.
