Written approval will be required for Water Quality General Certification No. 4134 which
corresponds to the Corps NW 13 permit. This feature is not subject to the Tar-Pamlico buffer rules
(15A NCAC 02B .0734), therefore a Buffer Authorization for bank stabilization is not required. Let
me know if you have any questions.

Please see the attached map for a proposed shoulder repair/bank stabilization in a roadside drainage
ditch adjacent Oyster Creek road in the Town of Swan Quarter. The total length of ditch bank to be
stabilized is 470 linear feet. Kyle has confirmed the ditch to be jurisdictional. Similar to my issue
yesterday, as I complete the PCN for this project I need to satisfy the "PMR" section. Could you
please confirm written concurrence is needed? I will use your response to satisfy the PMR. Thanks
