If they sampled and found no adults during their sampling, shouldn't they still at least have an idea of the types of habitats these anadromous fish generally utilize for spawning and compare that to the expected habitat available after the discharge? I do not see in the permit application package where anyone has made a definitive call as to impacts on the benthic community. CZR did a characterization analysis, but I have not found any conclusions that the 9MGD discharge will affect /not affect the community. It is my belief that there may be an increase in benthic community from the discharge due to the increase in pH, which is a limiting factor in the current system. But I have seen no conclusions from K/H or CZR. Should we have a benthic monitoring condition to address this? I have not seen any flow data or anticipated flow rate increases. Has any flow data been presented or discussed. Will the new flows be strong enough to move the saline /freshwater interface from its current designated location? What is the zone of influence of this discharge? How far downstream will changes be reasonable expected before this discharge disperses with the ambient water? Is there any predictive modeling that could be used to address the flow issues? Should they have collected flow data and given us a projected impact in flow rate?
