Salisbury Street, Archdale Building 9th Floor Raleigh, NC 27620 RE: Scarborough Construction and Planting Completion Report (DWR # 2018-0181v3) Dear Ms. Merritt: Water & Land Solutions, LLC (WLS) is pleased to provide our Construction and Planting Completion Report for the Scarborough Buffer & Nutrient Offset Bank. The site construction was completed in October 2020 and site planting was completed on January 28, 2021. Monitoring devices have been installed onsite including 26 vegetation plots for DWR monitoring. There are a total of 36 vegetation plots with 26 of these plots being joint DWR/USACE fixed plots,10 random plots for USACE only, and 5 random USACE transects. The USACE only plots are not shown on the attached figure. The easement boundary marking has been completed as well and a few photos are attached to this report to show the boundary marking. There is no fencing on this site. The following permits were obtained for this project due to the stream and wetland restoration work: Erosion and Sedimentation Control Plan, 401 Water Quality Certification, Section 404 NWP 27 Verification, and Floodplain Development Permit. There were no deviations from the approved BPDP. Credits may adjust slightly once the as -built survey is provided due to the restored stream locations and an amended easement boundary to remove a stretch of utility line easement along Casey Mill Road. A supplemental document is attached which contains a map showing the DWR vegetation plot locations and photos. The site yields an average of 700 stems per acre and 17 stems per plot. A Baseline Monitoring Report will be completed following the completion of the As -Built Drawings. Please contact me if you have any additional questions or comments.
