A concurrence meeting for the subject project was held in the Transportation Building on

Bill Biddlecome (USACE) opened the meeting and then Charles Cox gave a presentation
Referring to the merger packet Charles gave background information on the project Then the
team began to discuss the current merger points
Most of the members of the merger team had already met on the site either on December
6 or December 17 2007 to examine the wetland /stream sites The minutes from both the field
meetings and the January 17 2008 merger meeting are reflected in these minutes
Concurrence Point 2A Bridginjz Decisions and Alignment Review
Site 1 (UT to Potecasi Creek, Mapleton Vicinity)
The existing culvert is located dust east of the Mapleton community that is being avoided
with some alternatives (see attached Table 4) For widening alternatives (A/B /C) NCDOT
proposed to retain and extend the culvert For service road alternatives (A2 /B2 /C2), NCDOT
proposed the same size culvert to be constructed the old culvert and some roadway would then
be removed The merger team concurred with this recommendation
Sites 2, 2A (Potecasi Creek)
The existing bridge on US 158 is approximately 119 ft long (Site 2) For Alternatives A
& B NCDOT proposed to replace the existing bridge with dual bridges (approximately 200 ft
long) For Alternative C NCDOT proposed a new location segment (Site 2A) that requires the
construction of dual bridges (approximately 200 ft long) south of the existing bridge location
During the field meeting the group reviewed the wetland just east of Potecasi Creek (WV
300) and felt that the DWQ rating for this wetland site (75 out of 100) should probably be higher
since this was such a unique high quality system As a result the agencies asked NCDOT to
develop an option to completely bridge this wetland At the January 17th meeting NCDOT
proposed a bridge approximately 390 ft long this structure would completely bridge the wetland
but not the floodplam The longer bridge would cost approximately $2 million more than the
shorter bridge this cost is for structures only, and does not include the cost for roadway fill and
pavement There would be a savings of approximately 14 acres of wetlands
During the merger meeting Jeffrey Teague (Roadway) explained that they reduced the
elevation of the roadway at Alternative C s crossing of Potecasi Creek by about 4 ft at beginning
of the bridge and 2 ft at the end of the bridge However there would still be over 20 ft of fill to

construct the roadway fill near Potecasi Creek Gary Jordan ( USFWS) asked to get a ballpark
figure for bringing in that much fill Roadway believed it to be a $30 000 — $40 000 difference in
earthwork cost savings (updated costs since the merger meeting are approximately $160 000
savings for earthwork and $70 000 cost for mitigation) Currently the designs for both the 200 ft
and 390 ft bridges have the same grade However if the shorter bridge was chosen that grade
could be lowered by another 2 ft NCDOT noted that the grade change would not result in a
significant wetland savings
Travis Wilson (WRC) recommended the longer bridge in order to save wetlands and
habitat Both USACE and USFWS agreed that if the shorter bridge was chosen they would
probably not concur with this alternative as LEDPA Chris Manley (NEU) agreed that the
wetland system at this location warranted a longer bridge
Ron Sechler said that this is an important anadromous fish stream
The merger team finally concurred with constructing the dual 390 ft bridges at this
location
Sites 3, 41 5, 6 (Mill Branch)
Mill Branch passes under the existing US 158 roadway via four culverts NCDOT was
asked at the Concurrence Point 2 meeting to investigate building dual bridges at this location in
place of the existing culverts NCDOT evaluated this option Due to the current vertical
alignment at this location the construction of dual bridges would result in the raising of the
roadway grade by approximately 8 to 9 ft In turn this would increase the roadway footprint on
the approach to the bridges In addition replacing the culverts with bridges would require the
construction of an onsite detour (an additional cost of $5 million) further increasing wetland
impacts during construction
NCDOT proposed that the culverts be retained and lengthened The team concurred with
retaining and lengthening the existing culverts
Concurrence Point 3 Selection of the Least Environmentally Damaging
Practicable Alternative ( LEDPA) /Preferred Alternative
Charles briefly went through results from the public hearing held on July 19, 2007 Of
the comments received during and after the public hearing over forty responses were in favor of
Alternative C The residents were concerned with impacts to the church, cemetery, and
residences in the area Through verbal comments at the hearing a preference was expressed for
the Mapleton Service Road Option over widening through Mapleton
After briefly stating the pros and cons of each alternative Charles recommended for the
team to keep Alternatives A2 B2 and C2 (Mapleton Service Road Option) and eliminate
Alternatives A B and C He stated that the Mapleton service road would reduce the number of

relocations in this minority community by 15 but there would be a 0 8 acre increase in wetland
impacts and 35 ft increase in stream impacts There would also be an 8 acre increase in farmland
impact The team concurred with this recommendation
Charles then asked if the agencies could all agree to eliminate Alternative B2 Chris
Militscher (EPA) had some questions Was the determination of effects on the Mt Tabor Church
adverse ? The answer was yes It was mentioned that Renee Gledhill Earley (NC State Historic
Preservation Office) would concur with NCDOT s recommendation of Alternative C2 The EPA
agreed to drop Alternative A2 based on avoidance of the historic resource and relocations The
other team members were in agreement EPA also asked if there would be access issues for
farms with Alternatives A2 and C2 Charles Cox informed the team that Alternative A2
wouldn t limit the faun access and that with Alternative C2 the farms had access off of Mt
Tabor Church Road
The team concurred with Alternative C2 as the LEDPA/ preferred alternative
Concurrence Point 4A Avoidance and Minimization
Referring to the merger packet Charles went through the list of known avoidance and
minimization measures that had been utilized thus far on this project
Chris Militscher (EPA) asked about the roadway 3 1 side slopes in wetland areas
Roadway confirmed that the side slopes at wetlands are 3 1 and the median width is 46 ft
Travis Wilson (WRC) mentioned that there will be an in water work moratorium to avoid
anadromous fish impacts in Potecasi Creek This moratorium would also apply to adjacent
wetlands if there is overbank flooding of Potecasi Creek This moratorium wasn t added to the
avoidance/ minimization list because it is already noted on the project commitments sheet (green
sheet) in the Environmental Assessment however, the commitment will be revised to reflect
inclusion of the floodplam
There was discussion of whether the existing US 158 roadbed could be removed for
mitigation credit The NEU group was holding off on an official trip to check mitigation options
until LEDPA was determined Chris Militscher (EPA) reminded the group that other agencies
had requested to do another field visit to assess on site mitigation potential
The team concurred with the following avoidance /minimization measures
Mill Branch — shift roadway south to reduce impacts to wetlands WD WC and WB This is
already part of the current design
Eastern terminus — shift roadway north to minimize impacts to wetland WA This is already
part of the current design
Alternatives B and C — added to avoid impacts to the historic Mount Tabor Baptist Church
and its cemetery
