replacement of Bridge No 23 on NC 102 over Gorham Swamp The archaeological Area of Potential Effects (APE) for the project is defined as a 400 foot (121 92 m) long corridor running 200 feet (60 96 m) east and 200 feet (60 96 m) west along NC 102 from the center of Bridge No 23 The corridor is approximately 100 feet (30 48 m) wide extending 50 feet (15 24 m) north and 50 feet (15 24 m) south from the present center of NC 102 SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities results of review and conclusions The project area is southwest of Washington southeast of Greenville and west of NC 17 in the southwestern corner of Beaufort County North Carolina (Figure 1) The project area is found on the Wilmar USGS 7 5 topographic quadrangle A map review and site file search was conducted at the Office of State Archaeology (OSA) on August 5 2011 No previously recorded archaeological sites have been identified within or adjacent to the APE but one site (31 BF290) has been recorded within a mile radius of the project area In addition no existing National Register of Historic Places (NRHP) State Study Listed (SL) Locally Designated (LD) Determined Eligible (DE) or Surveyed Site (SS) properties are within or adjacent to the APE Topographic maps USDA soil survey maps aerial photographs (Google and NCDOT) historic maps (North Carolina maps website) and Google street view map application were utilized to gage environmental factors that may have contributed to historic or prehistoric settlement within the project limits and to assess the level of modern residential hydrological and other erosive type disturbances within the surrounding archaeological APE Bridge No 23 crosses Gorham Swamp roughly east to west (Figure 2) The project area is situated primarily within the floodplain with the road elevated on an earthen embankment The entire floodplain is forested with cultivated fields on either side The fields however are outside of the APE Gorham Swamp drains into Creeping Swamp to the northwest and is part of the Neuse drainage basin A review of the USDA soil survey map indicates that two soil types predominately cover the APE (see Figure 2) Although both soil series are found on either side of Gorham Swamp Muckalee sandy loam (Me) is primarily found to the east, while Rains fine sandy loam (Ra) is generally situated to the west Both of these are poorly drained soils with slopes of 0 to I percent Muckalee sandy loam also floods frequently A small portion of the APE at the western end also lies on a third soil type Lynchburg fine sandy loam (Ly) This is a somewhat poorly drained soil which is usually drier than its neighboring soils In general, these soils are unsuitable for significant archaeological sites due to persistent wetness 11 07 0036 Only one previously identified archaeological site (31BF290) has been recorded within a mile of the project area This is a known 20'h century cemetery which is located to the east at Gorham Swamp Church Overall site density appears low for the general area as past archaeological investigations along NC 102 and SR 1154 to the north have yield few saes It seems unlikely for a significant archaeological site to be present with the APE based upon previous work in the general area Early maps prior to the 20'" century show few details concerning the project area Those that do such as the Confederate Engineer Bureau of circa 1864 show no road and generalize the nearby waterways making it difficult to accurately locate the project area The first map to illustrate the road is the 1902 USGS Vanceboro map (Figure 3) Although a waterway is plotted at the crossing it drains southwest into Creeping Swamp instead of north It is likely that landowners changed the course of the swamp in order drain the neighboring farmlands The slightly later 1908 Geological and Economic Survey map of Beaufort County shows no alterations to the waterway (Figure 4) However Lewis School is plotted .just west of the project area It is very likely all archaeological resources associated with the school are outside of the APE for the first time Other maps from this same period show no changes The 1919 soil survey map of Beaufort County is the first map to illustrate the current lay out of Gorham Swamp (Figure 5) In addition Lewis School is still plotted, but no other structures are shown near the APE It seems from the review of historic maps that no historic archaeological deposits should be affected by the proposed bridge replacement Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE The defined archaeological APE for the proposed replacement of Bridge No 23 is located within the floodplam It is unlikely intact and significant archaeological deposits will be present in this area This is primarily due to the small scope of the proposed bridge replacement at its existing location which is unlikely to cause any major impact to undisturbed properties In addition soils within the area are hydric and the persistent wetness and frequent flooding throughout most of the year is undesirable for significant archaeological sites Also site density appears low within the vicinity of the project Lastly the review of historic maps suggests no former historic structures are present within the APE As long as impacts to the subsurface occur within the defined APE no further archaeological work is recommended for the replacement of Bridge No 23 in
