The WWTP is permitted for 6.0 MGD of flow. The average daily flow through the WWTP is 2.4 MGD. Sludge treatment is performed by anaerobic digestion. Both of the active digestors under NPDES Permit NCO025496 displayed scum blankets on top of the sludge. The scum blankets had some trash observed in them. MRO staff was assured that sludge is drawn from the bottom of the digestors to avoid the trash from entering the sludge being Land Applied. The lid for the third digestor is still damaged. Sludge has been removed from the third digestor. This digestor is no longer in service. The WWTP is considering removing the third digestor altogether as replacing the damaged lid may prove to be too difficult. The sloping land surface adjacent to this digestor limits access to the digestor lid. During the site visit, facility O&M records were reviewed from January 2020 through December 2020. The records for this period are complete and appear to be accurate. Lincolnton WWTP is being added as a residual material source for the Synagro Western Piedmont Regional permit WQ0014627 to provide The City of Lincolnton an additional means of disposing of the residual sludge generated by the WWTP.
