N/A 7 HABITAT DESCRIPTION DREDGED FILLED INCORP /SHADED (A) High Ground 4 510 ft2 ( Shallow Bottom 2 860 ft2 11 64 ft2 (E) Total Area Disturbed 7 434 W (F) Primary Nursery Area No (G) Water Classification SB Sw NSW Open No (H) Cultural Resources none Prglect Summary The applicant wishes to construct two tiered bulkheads, a rip rap revetment, and a pier and platform Field Investigation Report Van Kirk Page 2 9 Narrative Description This is a single family residence within the Neuse Harbour subdivision located off of NC Hwy 70W near New Bern Craven County The protect address is 409 Neuse Harbour Boulevard The property is 25 300 square feet and adjacent to the Neuse River The Adjacent properties are also developed with similar single family residences The lot has approximately 110 of shoreline along the Neuse River The entire high bluff shoreline is armored with a granite rip rap revetment There is a wooden walkway and stairs that traverse the rip rap in order to access the Neuse River This shoreline stabilization and walkway were damaged during Hurricane Irene on August 25 2011 The average elevation of the high ground of the parcel is +25 above the normal water level (nwl) Vegetation on this particular tract is mainly comprised of lawn grasses and manicured shrubs There is a defined Federal Channel in the Neuse River however it is approximately 1 mile from the proposed project area Offshore water depths adjacent to the tract range from about -1 to -2 nwl This waterbody is over 3 miles across at this location This location is a part of the Neuse River basin It is subject to wind driven tides and highly energetic wave action due to such an exposed fetch These Estuarine Waters of the Neuse River are not classified as a Primary Nursery Area and there is no submerged aquatic vegetation present This area is closed to shellfish harvest and is classified as SB Sw Nutrient Sensitive Waters There are no Coastal Wetlands in the proposed project area This substrate is firm without shell 10 Proposed Development The applicant wishes to increase the shoreline stabilization and construct a new pier and platform The applicant s rip rap revetment has failed during mayor storm events The applicant wishes to construct two tiered bulkheads and rip rap in order to protect their remaining high ground from further mayor storm events The applicant also wishes to re build the damaged pier The first proposed bulkhead will be constructed at the top of the bluff 42 waterward of the house This wooden bulkhead will be 83 long and 6 tall The proposed bulkhead will stand alone The second proposed bulkhead will be constructed along the shoreline (nwl) -
