Engineering • 1rchiteclurc • Land Surrc_ring ENGINEERING ALTERNATIVES ANALYSIS This Engineering Alternatives Analysis is prepared for: Joses Restaurant 170 Joses Drive Stoneville, NC 27048 Rockingham County, NC This site has a sand filter septic system that was previously permitted until 2017 when the permit expired. The old permit number is NC0085189 for your reference. The last time the system was in operation was in 2014 before the owner fell ill. The system had been operated and maintained by a licensed operator until it was shutdown and had no known operational issues. The system has not been operated since 2014 and the current owner has a motivated buyer who wants to purchase the property and reopen the restaurant as soon as possible. The site is located at the end of Joses Drive off of NC-135 in Rockingham County, NC. When the restaurant was first built suitable soils were not available for traditional septic tank and drainfield installation. Much of the area has poor soil quality for septic system drainage. The only option at the time was to serve the site with a sand filter septic system. Other options were explored such as pumping discharge to an offsite drainfield, extending Rockingham County sewer to the site, and extending City of Eden sewer to the site. None of those alternatives were feasible. The following are alternatives that were evaluated in this analysis to serve the site. CONNECT TO EXISTING PUBLIC SEWER SYSTEM There is public sewer services available that is owned by the City of Eden. The existing sanitary sewer is located approximately 2.5 miles from Joses Restaurant. The gravity sewer is located at the intersection of NC 135 and Harrington Highway. This could be an option if property owners are willing to grant an easement. Another potential public sewer alternative is owned by Rockingham County and that is located approximately 6.7 miles from Joses Restaurant at the intersection of NC 135 and US 220. This would be a cost prohibitive option due to the length of sewer that would be required and land acquisition for easements. Rockingham County wouldn't extend sewer service unless the majority of property owners applied for sewer service. The area is too sparse to justify a sewer extension to serve Joses Restaurant. Currently, there is no plans for the City of Eden to expand and extend their sewer services toward Joses Restaurant. They, like many municipalities, believe that development should pay for itself so the requestor will pay the full cost for an extension. The topography does not support a gravity sewer extension so most of the system would be a low pressure sewer system and pump station and force main. The anticipated flow for the lift station would be less than 50,000 gpd. Since this is outside of city limits it is unlikely they would take over ownership of the infrastructure once it is built. NCDOT generally does not allow private utilities inside their right-of-way so a private extension wouldn't be allowed. The City generally does not take over infrastructure unless they can recoup their costs and with the area having such a low density it would be cost prohibitive for them to take over the system. 740 Chapel Hill Road(27215) - P O. No additional costs should be included in this alternative since it is not financially feasible. For that restaurant it had similar soil properties as found in the vicinity. The permit for the other restaurant was for 3,000 gpd with a Long-Term Acceptance Rate (LTAR) = 0.25. Joses Restaurant has similar soils and is a single service facility(based off of NC 2T Rules)with 200 seats. The design flow is 200 seats x 20 gpd/seat= 4,000 gpd. Using previous LTAR data of 0.25 would require approximately 5,000 LF of trench lines. This would require considerable property that has suitable soils and not too steep. For the other restaurant they required approximately 6 acres for the initial 3,000 gpd and the repair area. Joses would require approximately 8 acres which accounts for setbacks and unusable topography. Joses Restaurant property does not have suitable soils on-site for the design flow. Using a USGS Quad Sheet and Soil Maps areas were identified as possible areas for off-site disposal. There are houses and businesses on both sides of NC-135 and they are served by well and septic. After reviewing the topography and aerials for the area a 200' strip of land on each side of NC-135 is generally reserved for well and septic systems. At 800'-1,000'from NC-135 the topography is unsuitable for septic. Looking for property to dispose of the flow should be limited to no more than 2,500' in each direction from Joses. Beyond that range it becomes financially not feasible and impractical to pump to a drainfield. It is unlikely adjacent property owners would be willing to provide an easement for a private force main. This analysis assumes that land is available for purchase at one of the potential sites. A local realtor provided data for land costs/easements. The septic system prices are based off of data obtained from a local septic installer. This alternative is financially not feasible, and no further costs should be included. WASTEWATER REUSE Currently,there are no potential recipients for recycled gray water. Based on cost data for a recycle system installed in Guilford County a few years ago for a car wash, the estimated cost for a 4,000 gpd system would be$250,000. This would be impractical and financially not feasible. SUMMARY Joses Restaurant has an existing septic sand filter system that was designed for 5,000 gpd and was in operation until 2014 when the restaurant closed. The system was operating without problems and was monitored by a licensed operator(reports from 2008&2009 enclosed) until its closure before the previous owner fell ill. The current owner has no reason to abandon the system and the alternatives evaluated do not offer any practical and financially feasible options. It is recommended that a new NPDES Permit be issued for the new owner and that the system be operated and maintained by a licensed operator. Thank you for your review and assistance. David, In response to your inquiry about the low-flow characteristics for a location on an unnamed tributary to Buffalo Creek in the vicinity of Eden in north central Rockingham County,the following information is provided: 1 A check of the low-flow files here at the USGS South Atlantic Water Science Center(Raleigh office) does not indicates a previous low-flow determination for the point of interest, identified by the lat/long coordinates (36.46778, -79.8325) provided via email dated 11/25/2020 from the DWR USGS Low Flow portal following your request submission. However,the low-flow files do indicate some previous determinations at nearby locations within the Buffalo Creek basin with the estimates having been computed using index sites having a somewhat wide range of low-flow yields. In the absence of site-specific discharge records sufficient for a low-flow analysis, estimates of low-flow characteristics at ungaged locations are determined by assessing a range in the low-flow yields (expressed as flow per square mile drainage area, or cfsm) at nearby sites where estimates have previously been determined. A basin delineation completed using the online USGS StreamStats application for North Carolina (https://streamstats.usgs.gov/ss/) indicates the drainage area for the point of interest(StreamStats adjusted coordinates 36.46778, -79.83249 NAD83) is 3.18 sqmi, which confirms the drainage area submitted as part of the request information. For streams in north central Rockingham County, low-flow characteristics published by the USGS are provided in the following reports: (1)The first is a statewide report completed in the early 1990's. It is USGS Water-Supply Paper 2403, "Low-flow characteristics of streams in North Carolina" (Giese and Mason, 1993). An online version of the report is available at http://pubs.usgs.gov/wsp/2403/report.pdf. The report provides the low-flow characteristics (based on data through 1988)via regional relations and at-site values for sites with drainage basins between 1 and 400 sqmi and not considered or known to be affected by regulation and/or diversions. (2)The second is a basin-wide report for the Roanoke River basin published in 1996. It is USGS Water-Resources Investigations Report 96-4154, "Low-flow characteristics and profiles for selected streams in the Roanoke River Basin, North Carolina" (Weaver, 1996). An online version of the report is available through http://pubs.er.usgs.gov/publication/wri964154. The report provides the low-flow characteristics (based on data through 1994)for continuous-record gaging stations and partial-record sites within the Roanoke basin. The report also provides low-flow discharge profiles (7Q10, 30Q2, winter 7010, and 7Q2) for the reaches of Dan River and Roanoke River in North Carolina as well as selected tributaries within the basin. (3)The third is a statewide report published in March 2015. It is USGS Scientific Investigations Report 2015-5001, "Low-flow characteristics and flow-duration statistics for selected USGS continuous-record streamgaging stations in North Carolina through 2012" (Weaver, 2015). The report is available online at http://pubs.usgs.gov/sir/2015/5001/. The report provides updated low-flow characteristics and flow-duration statistics for 266 active (as of 2012 water year) and discontinued streamgages across the state where a minimum of 10 climatic years discharge records were available for flow analyses. Low-flow characteristics estimated for point of interest: Inspection of the reports indicates the presence of seven (7) nearby selected USGS partial-record sites(7) and continuous-record streamgages (0) in the general vicinity of the point of interest where low-flow characteristics were published. Among these 7 index sites,the low-flow discharge yields for the indicated flow statistics are as follows: Annual 7Q10 low-flow yields==>0 cfsm (both average and median about 0 cfsm) (zero flow 7Q10 at all 7 index sites) 2 Annual 30Q2 low-flow yields==>from 0.081 to 0.27 cfsm (average about 0.21 cfsm, median about 0.22 cfsm) Winter 7Q10 low-flow yields==>from 0.12 to 0.24 cfsm (both average and median about 0.2 cfsm) Annual 7Q2 low-flow yields==>from 0.04 to 0.2 cfsm (average about 0.14 cfsm, median about 0.16 cfsm) Average annual discharge yields==>from 0.9 to 1.2 cfsm (both average and median about 1.1 cfsm) Application of the above range in yields to the drainage area (3.18 sqmi)for the point of interest results in the following estimated low-flow discharges: Annual 7Q10 low-flow discharges==>from 0 to 0 cfs(both average and median about 0 cfs) Annual 30Q2 low-flow discharges==>from 0.26 to 0.86 cfs(average about 0.67 cfs, median about 0.7 cfs) Winter 7010 low-flow discharges==>from 0.38 to 0.76 cfs(both average and median about 0.64 cfs) Annual 7Q2 low-flow discharges==>from 0.13 to 0.64 cfs (average about 0.45 cfs, median about 0.51 cfs) Average annual discharge discharges==>from 2.9 to 3.8 cfs(both average and median about 3.5 cfs) Of note,the basin upstream from the point of interest is located within the Triassic basin geologic unit. As stated in the basin-wide report for the Roanoke River basin (page 10), "The noted exception is the Triassic basin across parts of Stokes and Rockingham Counties that is underlain by basalt and sedimentary rocks, which include sandstone, siltstone, and shale." From a hydrologic perspective, streams underlain by this geologic unit have very little to no potentials for sustained base flows during extended dry periods. At sites underlain by the Triassic basin where the USGS has collected sufficient records for low-flow analyses,the low-flow characteristics for sites having drainage areas that would typically be expected to have sustained flows actually have some of the lowest low-flow estimates in the state.
