HomeMy WebLinkAbout20110291 Ver 1_Other Agency Comments_20110330® North Carolina Wildlife Resources Commission 0 Gordon Myers Executive Director MEMORANDUM TO Lori Beckwith USACOE Asheville Regulatory Field Office FROM Ron Linville, Regional Coordinator Habitat Conservation Program DATE March 30 2011 SUBJECT SR1591, Eastbrook Circle, Unnamed Tributary Hunting Creek Burke County The NC Department of Transportation proposes to replace an existing bridge with a culvert Biologists with the North Carolina Wildlife Resources Commission are familiar with habitat values in the area These comments are provided in accordance with the provisions of the Fish and Wildlife Coordination Act (48 Stat 401 as amended, 16 U S C 661 667d) and the North Carolina Environmental Policy Act (G S 113A 1 through I I 3 10 NCAC 25) The project will install a 50 x 81' x 59' aluminum pipe 60 x 60' CMP in a five (5) foot wide stream channel Additional impacts to waters or wetlands are not indicated Including dewatermg impacts will total 110 of stream The project is indicated to maintain existing channel morphology The stream is lower elevation waters that are not known to support trout or listed species however, these waters are classified as a water supply (WS IV) Based on our review of the submittal we will not object to the project as proposed providing the following conditions are implemented Since a bridge is being replaced that allows relatively unrestricted floodplam functions the pipe should be large enough to mimic floodplam conditions and pass the stream without stream width restrictions The pipe should be large enough to prevent erosive swirling above the pipe and hose nozzlmg below the pipe during significant storm events Bedrock conditions can exasperate these issues if pipes are not properly oriented and sized Mailing Address Division of Inland Fisheries 1721 Mail Service Center Raleigh NC 27699 1721 Telephone (919) 707 0220 Fax (919) 707 0028
