STORMWATER PROGRAM STANDARD OPERATING PROCEDURE (SOP) ILLICIT_DISCHARGE_DETECTION_& ELIMINATION Date: January 8, 2020 To: Town Departments & Public Prepared By: Tony Victor, Environmental Specialist Approved By: Ben Mills, Stormwater Engineering Manager Purpose: IDDE investigations, reporting, and rehabilitation are essential to a successful stormwater program by identifying illicit discharges and eliminating them along with restoring/repairing pollution damage. Tracing Illicit Discharge: Tracing illicit discharge to the source will be done visually when applicable. Tracing the source with the pipe camera may be utilized when the source may be within pipes. Utilization of chlorine detection tools will be utilized when there is a possibility of an illicit connection. Details: ♦ Once an Illicit discharge has been identified and traced to the source if possible, the following SOP will be followed to characterize the nature of, and the potential public or environmental threat posed by the illicit discharge. ♦ Identify the substance material of illicit discharge and determine the appropriate Personal Protection Equipment (PPE) to be utilized. ♦ If possible, stop the source of the illicit discharge and/or prevent the discharge from impacting or further impacting the downstream infrastructure or waterways. ♦ Report an illicit discharge of >25 gallons of petroleum to the NC Department of Environmental Quality (NCDEQ) or if the petroleum caused a sheen on the nearby surface water, or if the petroleum is discharged at a distance of ioo feet or less from any surface water body. NCDEQ: NCDEM 800-858-0368, Raleigh Regional Office (RRO) 919-791-4200 ♦ Report an illicit discharge of <25 gallons if it cannot be cleaned in 24 hours or if it creates a sheen on nearby surface water. ♦ If there are questions about what is to be reported, refer to this web page: https://deq. nc.gov/about/divisions/water-resources/water-resources- permits/peres/emergency-response too Town Hall Drive I Morrisville, NC 2756o I P: 919.463.6200 I F: 919.460.7662 I townofmorrisville.org ♦ Report an illicit discharge of >1000 of sewage to the Division of Water Resources (NCDWR) or any spill that reaches surface waters, regardless of volume (919-791-4200). Outside of normal business hours reports may also be made to the Division of Emergency Management at telephone number (800) 858-0368 or (919) 733-3300. Report to Wake County Department of Environmental Services 919-216-0456. ♦ Town of Morrisville's Stormwater Inspector or Administrator shall initiate an investigation immediately and ensure restoration of effected areas. Initiate Investigation: ♦ Identify the material and the source if possible. ♦ Immediately stop or reduce any impact to the stormwater conveyance if possible, using appropriate safety measures and proper PPE. ♦ Notify the appropriate authorities (Town Staff, NCDEQ, NCDWR, EPA, etc.) ♦ Notify the property owner. ➢ Describe actions and directions ♦ Provide technical assistance for removing the source of the discharge or otherwise eliminating the discharge. ➢ Describe assistance that might be available. ♦ Take photos of the source and the impact of the illicit discharge. ♦ Fill out a Town of Morrisville IDDE inspection report covering the following items: ➢ Date and time Town became aware of the non -storm water discharge ➢ Date the Town initiated an investigation of the discharge ➢ Date and time the discharge was observed ➢ Location of the discharge ➢ Description of the discharge ➢ Method of discovery ➢ Date and method of removal/remediation completion and verification ➢ Enforcement actions ➢ Fully document any analytical monitoring utilized including decision process to utilize analytical monitoring ♦ Provide follow up inspections Communication and Correspondence: ♦ Stormwater Inspector will communicate with all responsible parties and contractors. ♦ Stormwater Inspector will report to the proper authorities all reportable quantities, contamination levels, enforcement actions, remediation efforts and results with documentation. Employee Training ♦ All applicable employees should be trained in general stormwater pollution prevention; including how to recognize and report illicit connections, spills and illicit discharges. Records: ♦ Keep records of all correspondence, responsible parties, cleanup/environmental remediation efforts and reports.
