This letter is in reference to your application for an NPDES permit for the Hillgrove Water Treatment Plant. In the Division of Environmental Management's acknowledgment letter to you dated March 30, 1993, we stated that we needed: (1) An engineering proposal, (2) a statement of the delegation of authority, and (3) an Engineering Economic Alternatives Analysis. We requested this information within thirty days of receipt of that acknowledgment and, to date, we have not received these items. Therefore, we are returning your application. Enclosed please find the application materials submitted for renewal. Application fees are non-refundable according to North Carolina Administrative Code 15A NCAC 211.0105 (b)(1). If in the future, you determine that you wish to operate a wastewater discharge system, you must first apply for and receive a NPDES Permit. Discharge Point(s), List for all discharge Points: - Latitude: 350 25' 3 7 " Longitude: 800 35' 44" Attach a__.USGS Map Extract and indicate treatment plant site and discharge point on map. USGS Quad No.: F 16 NE r 7. Site size and expansion area consistent with application. Yes. `8. Topography (relationship to flood plain included): Hilly, 5-15% slopes.. The WTP is not located in a flood plain. 9. Location of Nearest Dwelling: Several within 500 feet of the point of discharge. The closest dwelling is approx. 150 feet from the proposed discharge point. I Page Two 10. Receiving Stream or Affected Surface Waters: U. T. to Threemile Branch a. Classification: C b. Describe receiving stream features and pertinent downstream uses: The receiving -stream is actually the discharge from two private fish ponds connected in series approx. 100 feet above the proposed point of discharge. The stream channelis well defined, which suggests stream flow exists on a frequent basis. Flow was observed at the time of the site inspection. This stream passes in close proximity to many residences prior to it's junction with the main segment of Threemile Branch. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. Volume of Wastewater: 0.250 MGD,(Design Capacity) b. What is'the current permitted capacity: N/A c. Actual treatment capacity of current facility (current design capacity): 0.250 MGD d. Date(s) and construction activities allowed by previous ATCs issued in the previous two years: 'N/A e. Description of existing or substantially constructed WWT facilities: The existing WWT facilities consist of two alum sludge settling basins. f. Description'of proposed WWT facilities: N/A g. Possible toxic impacts to surface waters: A study by DEM regarding WTP effluents has found a variety of concerns (toxicity from chlorine, aluminum, etc.) that warrant further attention. The WLA should address the concerns documented by the study. h. Pretreatment Program (POTWs only): N/A 2.- Residual handling and utilization/disposal scheme: a. Treatment Plant Classification: Less than 5 points; no rating (include rating sheet). This facility does not meet the minimum criteria for a Class I facility. 4. Is this facility being constructed with Construction Grant Funds or are any public monies involved (municipals only)? Public monies were used in the construction of the WTP. 2. Special monitoring or limitations (including toxicity) requests: None, pending receipt and approval of the WLA. 3. Important SOC/JOC or Compliance Schedule dates: N/A 4. Alternative Analysis Evaluation a. Spray Irrigation: Insufficient area available. b. Connect to regional sewer system: This is the current means of disposal of the alum sludge, however, surcharges imposed by the County has made this option uneconomical. Supernatant from the settling basins was returned to the raw water basin for reprocessing, however, recent changes in DHS regulations now prohibits this option. C. Subsurface: Insufficient area available. d. Other disposal options: N/A PART IV - EVALUATION AND RECOMMENDATIONS As a result of a directive from the DHS, Concord's Hillgrove WTP must eliminate the recycling of supernatant from their alum sludge settling basins back into their raw water basin. Surcharges by the County (who controls the WWTP) makes it economically unfeasible to discharge this water into the sewer collection system. The City has chosen to apply for an NPDES Permit and discharge this water to surface waters. The DHS directive (prohibiting supernatant recycling) has prompted other WTP's in this region to examine alternatives to recycling. Some are considering a discharge to surface waters as their option. .Page Four Some concern exists regarding the proposed discharge and the potential for human contact with the wastewater. Residential development lines the receiving stream, and potential for contact with the wastewater is increased. P&E and TSB should determine whether this discharge would pose any risk to persons that may come in contact with the wastewater. P&E should also determine whether it is permissible (due to economic circumstances) to allow a facility such as this to create a discharge to surface waters when access to a municipal sewer is readily available. Since other WTPs may be affected by this directive from DHS, a decision on this facility may also affect future NPDES Permit applicants. Provided the above concerns can be satisfactorily resolved in favor of a discharge, it is recommended that an NPDES Permit be issued.
