9 PROJECT DESCRIPTION
The project site is located at 4016 4`h Street adjacent to a man made canal off the AIWW in Surf City Onslow County
To get to the site from Wilmington take NC Highway 17 north toward Jacksonville Turn right onto NC Hwy 210 and
continue to NC Hwy 50 Turn right onto NC Hwy 50 and continue past the swing bridge Turn left onto NC Hwy 210 at
the intersection of NC Hwy 50 and NC Hwy 210 and travel approximately 2 1 miles Turn left onto 4t' Street and cross
over Canal Street The property will be located on the right hand side of the road at the head of the canal
The entire tract is approximately 7 841 sq ft (0 18 ac) with approximately 63 linear feet of shoreline (make note that the
existing shoreline length is less than 75 linear feet the minimum length required for boat house construction) The
applicant currently maintains a single family residence on the property The residential structure was recently completed
under the authorization of CAMA Minor Permit SC 10 015 which was issued on November 5 2010 Vegetation on the
property is limited primarily to lawn grasses and ornamental landscaping A few Wax Myrtles (Myrica cer{ era) are
located within the transition zone as is Grounsel bush (Baccharus halim folia) Marsh elder (Iva frutescens) and
Goldenrod (Solidago canadensis) Shoreline vegetation along the upper elevations primarily includes Salt Meadow Grass
(Spartina patens) These grasses taper off near the high water line where regularly flooded Smooth Cordgrass marsh
(Spartina alterniflora) prevails
The NC Division of Water Quality has classified the waters of the man made canals as SA The NC Division of Marine
Fisheries has NOT designated this area of Topsail Sound as Primary Nursery Area (PNA) and the waters adjacent to the
proposed project are CLOSED to the harvesting of shell fishing
PROPOSED PROJECT
The applicant is seeking approval to construct approximately 95 linear feet of bulkhead a 12 x 29 boat ramp 5 x 30
access pier 10 x 10 platform and a 14 x 25 boathouse In addition the applicant is proposing to dredge a 950 sq ft
area around the proposed docking facility and boat ramp
According to the application package as prepared by the applicant s agent the shoreline adjacent to this property has
been eroding at a slow rate The applicant states that erosion is very evident from afield review and Aerials cannot
clearly define the rate of the erosion due to the shrubbery location on the property however the fact that stable
vegetation exists adjacent to this property (as evident by the applicant s above referenced quote) coupled with the fact
that this property is located at the head of a man made canal demonstrates that the property is not significantly eroding
Nonetheless the applicant is requesting approval to construct approximately 95 linear feet of bulkhead In order to combat
the erosion problem and to create enough shoreline for a boathouse the applicant is proposing to install a 12 x 29
boat ramp along the southeastern side of the property The boat ramp would run perpendicular to the shoreline extending
approximately 23 24 from the bulkhead/normal high water (NHW) line As proposed the property owner would have to
access the ramp from the adjoining property (owned by the Town of Surf City) due to the location and configuration of
the applicant s residence and stairs (as shown on the Boundary and Physical Survey for William Aaron Smith ) The
applicant has received a written access agreement from Surf City allowing use of their property for access to and from the
proposed boatramp
It is presumed that the boat ramp construction would succeed the proposed dredging activities therefore the dredging will
be discussed first The applicant states that a 25 x 45 area would be dredged (mechanically via bucket and barge) from
the existing depth of 2 0 to a depth of 4 0 below Normal Low Water (NLW) The dredging activities would result in
the excavation of approximately 96 sq ft of coastal wetlands (predominantly Spartina alterniflora) however
additional coastal wetland impacts are anticipated due to the proximity of the dredge footprint to the surrounding marsh
Inclusively approximately 950 sq ft of previously dredged shallow habitat would be excavated under the current
proposal

The dredging project appears to be located within the applicant s area of riparian access and according to information
presented in the application package the proposed depths would not exceed those in the center of the channel ( 6 0
NLW) Dredge material would be offloaded on site and transported to the designated spoil disposal area located in the
northwest corner of the property The disposal site borders the northern property line shared with the Town of Surf City
and measures approximately 15 in width x 50 in length The material would be contained at the disposal site (via silt
fence) for a period approximately 30 days after which it would be relocated and used as backfill for the proposed
bulkhead The disposal site does not appear to exhibit any wetland characteristics
Following completion of the maintenance dredging activities and boat ramp installation the applicant proposes to install
approximately 95 linear feet of bulkhead As shown on the work plan drawings 49 of bulkhead would be installed
parallel to the shoreline and the remaining 46 would be installed perpendicular to the shoreline adjacent to the boat ramp
Two 19 24 sections would be installed on each side of the boat ramp and act as wing walls to prevent erosion into the
ramp area According to the applicant s agent by installing the wing walls the applicant would be able to gain
approximately 35 linear feet of shoreline in addition to the remaining 50 providing enough shoreline length for a boat
house The applicant s agent supports that the proposed length of shoreline (85 ) is accurate and achievable based on the
fact that the boat ramp would be installed at a 23 3 degree slope
Lastly the applicant wishes to install a 5 x 30 access walkway 10 x 10 platform and 14 x 25 boat house along the
eastern shoreline As proposed the 5 wide walkway would extend approximately 30 waterward of the bulkhead and
would be located between the proposed 10 x 10 platform and the 14 x 25 boat house A second platform measuring 2
x 14 would be located on the landward side of the boat house and would be utilized as decking in order to fill a void
between the boat house and bulkhead The L head shaped platform would be located on the southern side of the pier
and the boat house would be located on the northern side of the pier The neighboring property owner (Mr Carter) has
waived the 15 setback requirement therefore allowing construction of the boat house within the riparian corridor setback
10 ANTICIPATED MPACTS
The proposed maintenance dredging would disturb approximately 950 sq ft of previously excavated shallow bottom area
Additionally the protect would include the removal of approximately 96 sq feet of Coastal Wetlands (from the area within
the footprint of the proposed boat ramp) Approximately 240 sq ft of high ground marsh and open water would be filled
as a result of the boat ramp installation The pier boat house and platform would incorporate approximately 628 sq ft of
open water Placement of spoil material and bulkhead installation would disturb approximately 2 690 sq ft of high
ground Minor increases in turbidity should be expected during the dredging event however no long term adverse impacts
are anticipated Sedimentation and erosion control structures would be installed to prevent transport of material off the
property

NARRATIVE
For
Mr Aaron Smith Waterfront Proposal
SCOPE
Mr Aaron Smith is requesting to construct the following
1 95 of new bulkhead
2 25 x 14 boathouse with lift
3 5 x 30 slatted walkway
4 10 x 10 dock/sitting area
5 12 x 20 concrete boat ramp with a 12 x 10' concrete pad above NHW
6 70 cubic yards of maintenance dredging tying into existing water depths
(-4 NLW)
The existing waterfront dimensions are approximately 55 feet With this proposal the
waterfront dimensions will go from 55 feet to 85 feet Under current guidelines this will
allow Mr Smith the opportunity for a boathouse if this Mayor Permit is approved
This proposal is consistent with other lots in this subdivision This subdivision does not
have a public boat ramp, and all existing boat ramps in this subdivision are private
ENVIRONMENTAL IMPACTS
Over the last 20 30 years this lot has been eroding at a slow rate This erosion is very
evident from a field review Aerials cannot clearly define the rate of the erosion due to
the shrubbery located on the property
At the scoping meeting which was held on July 26 2011 I was originally requesting to
re claim some of the area lost to erosion There were many concerns on how to determine
exactly what had eroded In order to reduce wetland impacts and demonstrate good faith,
Mr Smith is willing to place the proposed bulkhead at the existing normal high water
mark This will result in an overall coastal wetland impact to only 96 square feet This
impact is only located at the proposed boat ramp The original proposal was going to
affect approximately 500 square feet of wetlands, thus we are submitting a pr�o" that ,
reduces the impacts tremendously

DREDGING
The dredging will only occur inside the construction hmrts of the proposal The total area
affected by dredging is 950 square feet and will result in approximately 70 cubic yards of
dredging Once dredged this material will be placed behind the proposed bulkhead and
boat ramp until it has dried (approximately 30 days) This material will then be used to
backfill the proposed bulkhead and boat ramp There will not be any wetland impacts
from this operation
Dredging is not within a primary nursery area The dredging will be maintenance
dredging of the canal
CONTRACTOR
Mr Aaron Smith has contacted Mr John Cassidy to perform tins work
ADJACENT OWNER COMMENT
No objections A meeting was also held with Michael Moore (Town Manager) on
November 11 2011 to discuss the proposal Mr Moore approved of the proposal
CONCLUSION
I Chad Kimes as a duly Registered Professional Engineer in the State of North
Carolina, will be representing Mr Aaron Smith during the Permit process and will
personally oversee all of this proposed work if requested to by the Homeowners I am
also certified in Erosion & Sediment Control Level III -A and Level III -B ( #181 #204)
