Project Setting
The 5 acre project site is a single family residential lot located off SR 1730 at 1239 Old
Pamlico Beach Road West adjacent the Pamlico River near the Town of Belhaven in Beaufort
County North Carolina. The project site is developed with a single family residence a pier and
bulkhead/npap revetment for shoreline stabilization The lot has 38' of shoreline adjacent the
Pamlico River The lot is rectangular shaped and widens to 80 approximately 150' from the
normal water level 9NWL) of the Pamlico River The lot is approximately 4 above the NWL of
the Pamlico River The lot is vegetated with St Augustine grass and scattered loblolly pine
trees The existing 26 wide x 46 long single family residence is built approximately 1 above
the existing grade There are no existing decks/porches attached to the residence The existing
residence is 33 from the NWL of the Pamlico River Wastewater is handled by an existing
septic tank and associated drain field that was recertified by the Beaufort County Health
Department on 10 November 2011 The adjacent properties to the east and west are developed
similarly as waterfront residential lots
The Pamlico River, at this location, is designated as a Coastal waterbody by the NC
Division of Marine Fisheries and SA waters by the Environmental Management Commission and
is open to shellfishing
Project Description
This project is part of restoration/recovery project of an existing single family residence
due to damage caused by Hurricane Irene The applicant proposes to raise the existing residence
5' above the existing grade and construct an 8 wide x 16 long pile supported open wooden deck
to be used to access the door to the house facing the Pamlico River The deck is to be used for
outdoor seating as well There are no proposed changes to the existing grade and existing
vegetation under the proposed deck The proposed deck will encroach 5 into Zone 1 of the
Tar/Pamlico River Basin Buffer
Anticipated Impacts
The new deck will shade a total of 128 ft2 of grassed lawn within Zone 1 and 2 of the
Tar/Pamlico River Basin Buffer

As a result of Hurricane Irene on August 27 2011 our cottage located at 1239 Old
Pamlico Beach Road Belhaven North Carolina was damaged via flooding The cottage
floors are currently approximately 1 5 ft above the base flood level however we
experienced 8 to 10 inches of water inside the cottage as a result of the storm
To mitigation potential damage from future storms our intent is to raise the cottage 5 ft
resulting in a floor elevation of approximately 6 5 ft above the base flood level As part
of the project to raise the cottage we are planning to construct an 8 x 16 pile supported
open slated wooden deck on the riverside of the cottage The purpose of the deck is to
provide safe and reasonable access to the cottage as well as to provide seating and
viewing of the river passing boats wildlife and of course the fantastic sunsets
The proposed deck will be elevated 5 feet above ground level with no changes to existing
vegetation under the deck The grade under the deck will also be maintained I have
