Per DWQ s August 2007 memo regarding stormwater management plan (SMP) review (available at

OfOfOI76375b &groupId= 38364) the DWQ will accept the Town of Wake Forests approval of the SMP for this
project The DWQ can issue a 401 Certification that is conditioned upon the Town s approval of the SMP after
all of the other regulatory requirements have been met However please note that Ms Sullins memo does not
apply to the Neuse Riparian Buffer Rule The DWQ is responsible for implementing that rule in the Town of
Wake Forest which has not obtained delegation of the rule at this point
Item E(lb) of the PCN form states that The Stormwater Management Plan devices designed to meet the Town
of Wake Forest requirements will provide the necessary nutrient removal However plan sheet B 200
indicates that the three most southern BMPs will be Stormwater Ponds The plan sheets do not indicate the type
of device that is proposed for the fourth BMP located in the northern portion of the development Please indicate
which type of BMP will be used in each of the designated BMP footprints so that the DWQ can determine
whether or not diffuse flow measures will be needed in each location Any proposed wet detention ponds will
need to be equipped with properly designed diffuse flow measures at the outlet For any proposed level spreaders
please provide two copies of a LS VFS Supplement Form with all required items for review by the DWQ
