Permit and Settlement Agreement
■ 1989 until January, 1997 - EPA administers permit
■ July 1996 - NC agrees to resume authority for permit
and conducts public hearing
Following the hearing TN, NC, EPA and Champion
conducted meetings to resolve all issues
■ October, 1996 - NC prepares final permit
Discussions among NC, TN and EPA continue
resulting in additional restrictions and color
reductions
■ December 9, 1996 - NC incorporates changes into
final permit and issues

■ December 23, 1996 - TN issues letter of objection .
■ January 13, 1997 — TN formally contests the permit
Informal negotiation process begins between EPA,

Council and American Canoe Association are
allowed to intervene
■ December 1997 - Settlement Agreement reached

Environmental Performance
■ $525 million invested over the last 10 years
■ Both fiber lines exceed Cluster Rules requirements
■ Is a minimum impact mill with world class environmental
performance through a combination of;
— Oxygen delignification with 100% substitution of chlorine dioxide
for elemental chlorine (ODloo TM)
— Bleach Filtrate Recycle (BFRTM)
■ Secondary effluent contains very low BOD, TSS, COD, AOX
and color levels
■ Bleach plant effluent non-detect for 2, 3, 71 8 TCDD and
chlorophenolics
What Is Color .?
■ Color in Bleach Kraft Mill Wastewater
comes from lignin the glue that binds
the wood fibers together
How Is Color Measured ?
■ True Color:
— Sample is pH adjusted to 7. 6, filtered
through a 0 .8u filter and analyzed on a
spectrophotometer at 465nm wavelength
■ Apparent Color:
— Measured the same as true color except
the sample is not filtered
