Dear Ms. Norton,
On behalf of the NC Division of Water Resources, we respectfully request that you consider the
following comments within your review of the 404 Individual Permit request for the above referenced
project:
1. The Division has questions regarding the width of Site Drive 2/Hebron Road Extension at Impact
Area 1 as currently proposed with the inclusion of a 70-foot right-of-way for future use. It is
unclear if the accommodation of the Hebron Road Extension right-of-way portion of the
roadway is necessary to accommodate traffic for site access and is a necessary component of
the purpose of the project.
This Office has asked the applicant to clarify the need for the width of the road crossing at
Impact Area 5. Additionally, the Division has concerns about erosion and underscoring at Impact
Area 5 due to the sharp bend in the stream just before it enters the culvert.
3. The Division is unable to complete a review of the project for compliance with 15A NCAC 02H
.0506 at this time. The Division has requested additional technical information from the
applicant and requests that the USACE also consider the attached letter during the review of the
application.
