Cabarrus County Dear Mr. Simpson: On August 5, 1-997, the Division of Water Quality received a NPDES Permit Application for the subject facility. As per your faxed memorandum dated February 6, 2001, you are requesting to have your application be returned and that the facility is no:longer discharging boiler blowdown water to surface waters of the state. Therefore, the Division of Water Quality has discontinued the application process without further review or action. If in the -future, you determine that you need to discharge wastewater, you must first appty for and receive a Certificate of Coverage under General Permit NCG500000. Discharging without a valid NPDES Permit may subject the discharger to a civil penalty of up to $10,000 per day. Connect to regional sewer system: The applicant evaluated this option_, however, it has been proven to be very costly to pipe the discharge more than 700 feet through concrete to reach the sanitary sewer. Page Three PART IV - EVALUATiON AND RECOMMENDATiONS The applicant requests issuance of an NPDES Permit to discharge boiler blowdown from a textile printing operation. The amount of discharge from this facility is extremely small (estimated to be 10-15 gallons per month) and rarely reaches the storm drain, which located at the rear of the facility: Furthermore, it will be very difficult and expensive to Pipe this waste stream to the municipal sewer line that serves this facility. Company personnel have indicated, however, that it is possible to collect this water in some type of container and transport it to the municipal sewer connection on their property. Such being the case, it is recommended that upon receipt of documentation from the company that all wastewater generated by the boiler blowdown will be discharged into the municipal sewer, the Division will terminate any further action on the NPDES Permit application and advise the company that a Permit will not be necessary.
