I'm not sure how you file these draft mitigation plans in the CO, or even if you do. If so, I entered some comments on
the new EEP portal and wanted a copy to be in the file (if there is one). Here's a printout of the comments I made. If
you want me to handle these in any specific way in the future, please let me know.

Hey,
Here is the Draft Mit plan for Hogan Creek. You can print out as much or as little as you want to bring to the field next
week. I will bring 2 hard copies as well. We will meet at Hogan Creek at 10:30am on Friday. Directions to the site are
on page 2 of the Mit Plan. From Raleigh you can come up 74/52 from W/S rather than 77.
1 asked Eric Ellis to post this to the portal today. I will officially let you know when it is posted.
I suggest we bring lunch and eat on the way to Moores. This will be a full day.
Attached is some maps and background information on Moores Fork. We just finished the ERTR review, so the Mit Plan
should be in review early this spring. The Property is a 461 ac. dairy farm called Maple Ridge Farm. We will show you as
much as you want to see but if we run out of time we can make another site visit.
Todd and Monte, I know Greg and Jeff will also be coming from Raleigh if you want to carpool.

DWQ has completed review of the PCN and restoration plan for the above-referenced project. The project is deemed
issued.
The Division remains concerned about impacts that may occur to the UT2 as a result of vegetation management of a
significant area of steep slope. The Division is particularly concerned that while the new vegetation is becoming
stabilized that the un-vegetated slope will increase sedimentation and flows in the stream below the area. The Division
therefore requires visual monitoring of UT2 below the area of intensive invasive (kudzu)treatment and re-vegetation for
signs of impacts from sediment transport and/or increased velocities. Should any signs of these impacts appear,the
Division must be notified immediately to determine the proper course of action.
Approval of the restoration plan and issuance of the 401 Water Quality Certification means that DWQ has determined
that the proposed activity will not remove or degrade significant existing uses of the surface water(15A NCAC 2H
.0506(a)). The issuance does not represent an approval of credit yield for the project.
