2000 Waterville Reservoir Sampling Requirement Results
Dear Forrest:
On,August.d 5, 2000;,in accordance with Part III, Section K of the Canton Mill's NPDES
Permit;:Waterville Reservoir was sampled at three locations for temperature, dissolved
oxygen, conductivity, Secchi Depth,pH,Total Nitrogen(TN),Nitrite+Nitrate (NO2 +
NO3), Ammonia(NH3-N),Total Kjeldahl Nitrogen(TKN), Total Phosphates (PO4),
Total Phosphorous (TP), and Chlorophyll-a. As stated in the permit, water samples were
collected at 0.1 meters beneath the surface of the lake prior to Laurel Branch,near
Wilkins Creek, and near the dam as stated in the permit.
Temperature, dissolved oxygen, conductivity, Secchi Depth, and pH were measured in
the field while the remaining samples were collected, preserved, and sent to a North
Carolina certified laboratory for analysis. Attached is a table summarizing the results of
the above analyses for each sampling site. This table will be attached to the mill's
December DMR, which will be mailed at the end of January.

Pigeon River Fund Board Members

Please be on time as we have five presentations scheduled
As many of you know, the upcoming Pigeon River Fund Board meeting will focus on financial planning. In
preparation for this meeting,we provide herein some background and "things to think about"which we hope
you will carefully review prior to September 6`h. During the upcoming meeting, we will have presentations
from five organizations that could provide investment management services. Our goal is to learn about these
organizations' capabilities,practices, and philosophies so that we can determine how they match the Pigeon
River Fund's needs. Please read the description enclosed of these organizations have been asked to cover for
our meeting.
Background
The Pigeon River Fund was established with a$1 million contribution from Carolina Power and Light
Company, in accordance with the license agreement issued by the Federal Energy Regulatory Commission in
1995. The purpose of the Fund is to improve water quality in Haywood,Buncombe and Madison counties.
CP&L made annual contributions of$100,000 (as required under the license) for five years. That amount
increased this year to $290,000.
At the inception of the Fund, the founding Pigeon River Fund Board agreed that they wanted the Fund to be a
long-term resource. We set$200,000 annually as a general amount to be spent in grants, although we
acknowledged this could change year-to-year depending on the projects presented. We also agreed we wanted
to maintain the Fund principle at a level of at least$500,000 in order to assure continuation and effectiveness in
grantmaking.
A breakdown of the actual financial activity of the Pigeon River Fund is enclosed.
Investment Issues
The Pigeon River Fund is held by the state of North Carolina, and has been invested conservatively since
inception, earning approximately six percent annually. The Pigeon River Fund Board has discussed its desire to
see greater investment income in the future. Board Members Fred Day and Jack Horton have joined mein
investigating the possibility of moving the Fund from the state to another investment arrangement and there
appears to be no barrier to this as long as we show appropriate stewardship. We would have to have such a step
approved by the N.C. Dept. of Natural Resources,but their preliminary response to the idea is positive.
We have been told that during the same five-year period (ending June 30, 2000), similar funds in a balanced
portfolio generated between 13 and 17 percent.
At Our Meeting
Please come prepared to listen and learn and consider whether any of the organizations presenting would offer
the stewardship needed to manage the Pigeon River Fund for the future. We look forward to seeing you all on
