The •IBC Infrastructure'F,inance Section has concluded review of the information received in
support of subecf change orders. A Final Inspection was conducted on the projects on November
20, 2013 and it was noted therein that there -were change order(s) pending to close out the projects.
Regarding these change orders the following determinations have been made:
Change Order No. 14 contract change $ 20,825.93
SRG, SRL Eligible Part $ 20,825.93
Contract amount & Eligible Total Prior to CO#_14 $ 4,753,998.26
Revised Contract amount after this change $ 4,774,824.19
Change order No. 14 is for drainage improvements and paving behind warehouse, on walking
trail and at school and are deemed eligible.
Change Order No. 15 contract change - $ 77,781.69
SRG, SRL Eligible Part: - $ 77,781.69
Eligible Total Prior to this change $ 4,774,824.19
Revised (Final) Contract amount after this change $ 4,697,042.50
Change order No.15 is for claiming credits and deducts for work not done as a result of
modifying and reducing scope of work at the water reclamation portion of the project at the
Landfill. Please be advised that your total state grant amount is limited to $3,000,000 in eligible
project costs and your total state loan amount is limited to $2,043,250. [Reference: Contract
Document approval letter Dec. 2, 2009]. This project also received funding from the NC Rural
Center. The Rural Center was discontinued and those functions became the responsibility of the
NC Commerce Department.

These change orders with related procurement documentation have been found to be in
compliance with applicable State regulations. However, it should be understood that this approval is
administrative only and does not relieve the recipient of the responsibility to ensure the validity of
the supporting documentation including the corresponding cost and pricing data.
Accordingly, this approval is without prejudice to a redetermination of allowable or of
unallowable costs should a post approval review or audit disclose facts not now discernible.
