9 PROJECT DESCRIPTION
The protect site is located at 63 George Washington Hales Drive adjacent to Moore s Creek in Cutne
Pender County To locate the property from Wilmington travel north on US Hwy 421 approximately 15
miles from the Isabel Holmes Bridge to NC Hwy 210 Turn west on Hwy 210 and travel approximately
3 miles turn left to follow Hwy 210 Travel approximately 2 3 miles to Battleground Road Turn right
on Battleground Road and travel approximately 0 5 miles to George Washington Hales Drive Turn right
on George Washington Hales Drive and the site is located approximately 0 1 miles on the left
The property consists of a 159 acre parcel, the majority of which is elevated approximately 12 above
normal high water The highground portion of the lot is mostly cleared and vegetated with scattered
Catbriers (Smilax spp ) Pine (Pinus spp ), Sweet Gum (Liquidambar styraciflua) and Oaks (Quercus
spp ) The high ground portion of the lot then drops in elevation as you approach the creek where the
vegetation quickly transitions to §404 wetland species Cypress (Taxodium sp ) Sweet Pepperbush
(Clethra aln folia) Possumhaw (Ilex decidua) and Cinnamon Fern (Osmunda cinnamomea) The
wetland area averages about 60 in width along the center of the lot and widens towards both the
northern and southern property boundaries (See Sheet 1 of 2) There are no coastal wetlands on the
property The shorelme measures approximately 200 in length
The waters of Moore s Creek are classified as C by the Division of Water Quality The waterbody is
classified as Inland Fishing Waters by the N C Division of Marine Fisheries and NC Wildlife Resources
Commission The waters are not designated as a Primary Nursery Area and are CLOSED to the harvest
of shellfish
PROPOSED PROJECT
The applicant proposes to construct a private concrete slab boat ramp with two associated retaimng
walls and a pier with fixed single slip dock As proposed the ramp would measure approximately 12
in width and would lead from the high ground through approximately 1041mear feet of §404 wetlands
to Moore s Creek The ramp would be composed of individual slabs measuring approximately 8 in
length by 4 in width and 4 thick Some excavation of the proposed ramp area would be performed
from the normal high water line to the waterward end of the ramp to obtain an adequate launching depth
which would terminate approximately 15 waterward of the existing bank at a water depth of
approximately 15 at Normal Low Water (NLW) Two retaining walls also composed of the same size
concrete slabs, would be installed on both sides of the ramp to retain the wetland substrate on either side
of the excavated ramp area The two retaining walls and the area to be excavated would measure
approximately 80' in length Excavated material would be placed on high ground in an area which
would measure 50 in length by 50 in width and would be retained by a silt fence A pier is also
proposed adjacent to and south of the proposed boat ramp As proposed, the pier would measure
approximately 4 8 in width by 104 in length extending from the high ground to approximately 5 past
the existing low water line The depth at the waterward end of the pier is also approximated to be 15 at
normal low water The applicant proposes to record a conservation easement for the 16 178 square feet
of §404 wetlands located on the property north of the proposed boat ramp

10 ANTICIPATED IMPACTS
The proposed boat ramp and retainmg walls would result in the excavation and fill of approximately 1 076
square feet of §404 wetlands approximately 720 square feet of which is Public Trust Shoreline and the
excavation and fill of approximately 203 square feet of Public Trust Area The proposed boat ramp would
also result in approximately 480 square feet of impervious surface on high ground which would be located
outside of the 30 Public Trust Shoreline AEC The proposed pier would shade an approximated 415 square
feet of §404 wetlands The pier would incorporate approximately 80 square feet of Public Trust Area The
pier would extend no more than 15 into the waterbody which measures approximately 60 in width The
pier and boat ramp would not extend into either 15 riparian corridor setback Approximately 840 square
feet of wetlands would be excavated in order to obtain adequate ramp grade (approximately 55 cubic yards)
Disposal of excavated material would result in the disturbance of approximately 2 500 square feet of high
ground which would be located outside of the 30 Public Trust Shoreline AEC
