Submitted is the fast track sewer system extension application for the above referenced project at
Marine Corp Base Camp Lejeune located in Camp Lejeune, NC for your review and approval. This
submittal is for a total of approximately 30' LF of 20" DI force main piping to provide an interconnection
between an existing 24" Camp Lejeune force main and existing 24" ONWASA force main. The
interconnection will only be used to direct flow from the Camp Lejeune force main into the ONWASA
force main in emergency situations (i.e. force main failure). A previous agreement was reached between
Marine Corp Base Camp Lejeune and Onslow Water and Sewer Authority that allows these
interconnections. This package includes the following:

INTERGOVERNMENTAL SERVICE AGREEMENT BETWEEN
MARINE CORPS INSTALLATIONS EAST -MARINE CORPS BASE
CAMP LEJEUNE (MCIEAST-MCB CAMLEJ)
AND
THE ONSLOW WATER AND SEWER AUTHORITY (ONWASA)
FOR THE
PARTNERSHIP WITH ONWASA FOR THE INTERCONNECTABILITY OF
WASTEWATER FORCE MAINS

This is an Intergovernmental Service Agreement (IGSA)
between the MCIEAST-MCB CAMLEJ and ONWASA. When referred to
collectively, MCIEAST-MCB CAMLEJ and ONWASA are referred to as
the "Parties".
1. BACKGROUND: Since February 2004, the Parties have had a
successful agreement regarding the sales of potable drinking
water, sewage collection, and disposal utility services. The
existing agreement includes the approval of a dedicated 24"
wastewater force main that runs from the ONWASA wastewater lift
station on Piney Green Road directly to the MCIEAST-MCB CAMLEJ
Wastewater Treatment Plant. Currently the PT3C wastewater lift
station, which receives flows ranging from 2.1 MGD to 3.5 MGD,
has no feasible alternative for discharge. The existing ONWASA
Piney Green 24" force main would provide that additional
conveyance, in the event of an emergency, by allowing a merge in
flow from MCIEAST-MCB CAMLEJ. There have been several breaks in
the past (7/16/2012, 8/21/2013, 8/26/2013, and 01/02/2018) where
an alternative line would have been beneficial by diverting flow
from the areas under repair into the existing ONWASA line. In
addition, this connection will provide the ability to perform
routine maintenance on either the MCIEAST-MCB CAMLEJ or ONWASA
lines while maintaining continuity of service.
2. AUTHORITIES: The following authorities are referenced and
used in support of this agreement.

Subj: PARTNERSHIP WITH ONWASA FOR THE INTERCONNECTABILITY OF
WASTEWATER SYSTEMS IN WASTEWATER EMERGENCIES

3. PURPOSE: This IGSA establishes the roles, responsibilities,
and protocols to be used by the Parties for the joint use of
MCIEAST-MCB CAMLEJ and ONWASA wastewater collection systems in
the event of an emergency.
4. RESPONSIBILITIES OF THE PARTIES:
4.1. Both Parties will -
4.1.1. Subject to availability of proper funds,
compliance with paragraphs 2.1 through 2.6 above, and all other
applicable environmental laws and regulations, MCIEAST-MCB
CAMLEJ will be responsible for all design, permitting, bidding,
construction, and provide funding for all costs associated with
this wastewater interconnection project. The connection to the
Piney Green ONWASA force main shall be made in accordance with
the ONWASA Manual of Standards, Specifications and Details
(MSSD), and ONWASA must review and approve the actual point of
connection prior to the start of construction.
4.1.2. MCIEAST-MCB CAMLEJ will be responsible for
ownership, maintenance, and repair of the new force main between
the PT3C wastewater lift station and the point of
interconnection. All repairs on the interconnection valve will
be performed and funded by MCIEAST-MCB CAMLEJ as expeditiously
as possible.
4.1.3 MCIEAST-MCB CAMLEJ will notify ONWASA and the
North Carolina Department of Environmental Quality (NCDEQ) at
least 24 hours prior to opening the interconnection.
4.1.4. All information concerning the location and
functions of the interconnections will be "For Official Use
Only."

4.2. When an emergency sewer main break situation exists
MCIEAST-MCB CAMLEJ will -
4.2.1. Notify NCDEQ via the MCIEAST-MCB CAMLEJ
Utilities. If the emergency happens after hours, the State
emergency hotline will be used by calling 800-858-0368.
4.2.2. Open the interconnection valve utilizing
designated MCIEAST-MCB CAMLEJ Outside Plumbing personnel.
4.2.3. Close the interconnection valve utilizing
designated MCIEAST-MCB CAMLEJ Outside Plumbing personnel once
the sewer main is repaired.
4.2.4. Notify NCDEQ and ONWASA when the emergency no
longer exists.
5. PERSONNEL: Each party is responsible for all costs of its
personnel, including pay and benefits, support, and travel.
Each party is responsible for supervision and management of its
personnel.
6. GENERAL PROVISIONS:
6.1. POINTS OF CONTACT: The following points of contact
(POC) will be used by the Parties to communicate in the
implementation of this IGSA. Each Party may change its POC upon
reasonable notice to the other Party.

6.3. REVIEW OF AGREEMENT: This IGSA will be reviewed
annually on or around the anniversary of its effective date for

6.4. MODIFICATION OF AGREEMENT: This IGSA may only be
modified by the written agreement of the Parties, duly signed by
their authorized representatives.
6.5. TRANSFERABILITY: This IGSA is not transferable except
with the written consent of the Parties.
6.6. DISPUTES: Any disputes relating to this IGSA will,
subject to any applicable law, Executive Order, Directive, or
Instruction, be resolved by consultation between the Parties or
in accordance with DoDI 4000.19.
6.7. TERMINATION OF AGREEMENT: This IGSA may be terminated
by either Party by giving at least 180 days written notice to
the other Party. The IGSA may also be terminated at any time
upon the mutual written consent of the Parties.

6.B. ENTIRE AGREEMENT: It is expressly understood and
agreed that this IGSA embodies the entire agreement between the
Parties regarding the IGSA's subject matter.
6.9. EFFECTIVE DATE: This IGSA takes effect beginning on
the day after the last party signs.
6.10. EXPIRATION DATE: This IGSA expires nine years from
the date of final signature.
7. FINANCIAL DETAILS
7.1. AVAILABILITY OF FUNDS: This IGSA does not document
the obligation of funds between the Parties. Any obligation of
funds in support of this IGSA will be accomplished in accordance
with the current regulations of the Parties. The obligation of
funds by the Parties is subject to the availability of
appropriated funds pursuant to the DoD Financial Management
Regulation and the Local Government Budget and Fiscal Control
Act.
7.2. FINANCIAL SPECIFICS: Appendixes (A) and (B) provide
all other details and information on the support identified in
paragraph 9. and in accordance with the Cost Benefit Analysis.

Joint Use of MCIEAST-MCB CAMLEJ and ONWASA
Wastewater Collection Systems in the Event of an Emergency
Date: April 10, 2019
Service description and justification:
The proposed agreement will grant approval to MCIEAST MCB-CAMLEJ
to construct an interconnection and allow the use of an
existing/dedicated 24" ONWASA owned wastewater force main during
emergency situations. Currently the PT3C wastewater lift
station, which receives flows ranging from 2.1 MGD to 3.5 MGD,
has no feasible alternative for discharge. The existing ONWASA
Piney Green 29" force main would provide that additional
conveyance, in the event of an emergency, by allowing a merge in
flow from MCIEAST-MCB CAMLEJ. There have been several breaks in
the past (7/16/2012, 8/21/2013, 8/26/2013, and 01/02/2018) where
an alternative line would have been beneficial by diverting flow
from the areas under repair into the existing ONWASA line. In
addition, this connection will provide the ability to perform
routine maintenance on either the MCIEAST-MCB CAMLEJ or ONWASA
lines while maintaining continuity of service.

Without the proposed emergency interconnection, MCIEAST
MCB-CAMLEJ would be required to construct a redundant
wastewater with the capacity to handle 100% of the flow
from Lift Station PT3C in the event of an emergency. A
redundant line would cost in excess of $10,000,000 and
would take years to complete.

Comments:
The proposed wastewater interconnection will provide an
alternative conveyance system during emergency situations,
allowing flow to be directed to the existing MCIEAST MCB-CAMLEJ
Wastewater Treatment Plant. The Base will still be treating its
own waste, and therefore there will be no charge from ONWASA
during this time.
