Photographs are included below to illustrate the various phases of the construction. The construction operations were inspected at various phases of the process to assure that construction was in accordance with the approved plans and specifications. As prescribed in the design, the former pond area was graded to assure.proper draining to the pond and containment within the pond and bermed area (Photo # 1). The inner wall, top, and outer wall of the previously existing berm was cleared of vegetation and re-graded/compacted. This additional compacted thickness provides an improved barrier against migration of impounded storm water through the berm. When lined and completed with gravel and perforated pipe, the trench would convey any water escaping through the compacted soil berm and synthetic barrier to a sump for pumping back to the pond (Photo #5). Rockwell, NC October 26, 2007 5 of 8 During the week of October 9, geosynthetic installation professionals from Landsaver Environmental were mobilized to the site to install the three -layered impermeable barrier system. The geosynthetic system consists of two layers of 30 mil PVC liner separated by a double sided composite layer. Installation of the geosynthetic barrier is illustrated in Photos #6 through #9. K A. Rockwell, NC October 26, 2007 7 of 8 After installation of the geosynthetic barrier system, which provides redundancy for protection of infiltration of storm water through the compacted soil berm, gravel and perforated piping was placed into the PVC lined trench at the bottom of the berm (Photo #10). As a third redundancy, the trench would collect any storm water escaping through the compacted berm and geosynthetic barrier. This water would then flow through the pipe to a concrete sump installed at the south end of the trench, to be pumped back to the pond for use in the production process (Photo #11). Rockwell, NC October 26, 2007 8 of 8 A layer of soil was then placed over the geosynthetic liners to facilitate vegetative growth to control erosion (Photo #12). After seeding, a turf reinforcement mat (Landlock 435 TR1V1) was installed to protect the vegetative growth. The construction work was completed on October 19, 2007, with the seeding, fertilization and mat cover completed after rain the following week. ROCKWELL, NORTH CAROLINA DELTA PROJECT 5E0702-101-P 1.0 INTRODUCTION This construction specification outlines the geosynthetics portion of the work for construction of a new storm water retention berm and berm cut-off trench with underdrain, at the Alchem facility, in Rockwell, North Carolina (herein referred to as "the Site") as shown on Figures 1 and 2). The purpose of this Construction Specification is to provide specifications for completing the associated geosynthetics materials installation. For purpose of clarity, the following terminology is used frequently in this package: Owner Alchem, Inc. Construction Manager On -site representative, as designated by Owner Contractor All geosynthetics work associated with the work for construction of a new storm water retention berm and berm cut-off trench with underdrain at the Alchem facility will be performed by the Contractor. Work All materials and labor required for the geosynthetics portion of work for construction of a new storm water retention berm and berm cut-off trench with underdrain, at the Alchem facility. Engineer Delta Contractor shall be familiarized with all existing conditions and limitations of the Site. Questions regarding this Construction Specification (CP) shall be directed to: Mr. Gary Ribblett Delta Consultants 8008 Corporate Center Drive, Suite 100 Charlotte, NC 28226 Direct Phone: (704) 543-3910 Geosynthetics Portion Of Storm Water Retention Berm Construction Specifications Alchem, Inc., Rockwell, NC Delta Project No.: 5EO702-101-P June 8, 2007 Page 2 of 12 2.0 GENERAL CONDITIONS 2.1 Site Background An existing storm water containment berm consisting of manmade, earthen construction exists at the above referenced property as shown on Figure 1. The containment berm is utilized to retain storm water which drains from a bauxite residuals monofil area at the above -referenced property. There has been a degree of storm water seepage observed to be associated with the containment berm. The storm water is reportedly slightly acidic in nature. The following specifications summarize the geosynthetics work associated with the construction of a new storm water retention berm and berm cut-off trench with underdrain. 2.2 Remedial Objective To address the need to provide an improved storm water retention berm and associated storm water retention/drainage, these specifications are intended to provide the geosynthetics portion of the new storm water retention berm and berm cut-off trench with underdrain. 2.3 Building Codes/Permits Contractors shall provide all necessary construction permits and licenses. Contractor shall pay all government charges and inspection fees necessary for execution of work that are applicable at time of opening bids. Contractor shall give notices and comply with laws, ordinances, building and construction codes, rules, and regulations applicable to work. If Contractor observes that specifications or drawings do not comply, Contractor shall give Construction Manager prompt written notice, and any necessary changes shall be made. If Contractor performs any work knowing, or having reason to know, that it is contrary to such laws, ordinances, rules, and regulations without such notice to the Construction Manager, Contractor shall bear the resulting costs. It shall be the Contractor's responsibility to make sure that the specifications and drawings are in accordance with such laws, ordinances, rules, and regulations. Building, plumbing, ventilation, electrical, and excavating work permits from the appropriate municipal, regional, or state authorities if required, shall be obtained by Contractor. Geosynthetics Portion Of Storm Water Retention Berm Construction Specifications Alchem, Inc., Rockwell, NC Delta Project No.: 5EO702-101-P June 8, 2007 Page 3 of 12 2.4 Job Site Administration Contractor shall provide competent, suitable, qualified personnel to survey, layout, and perform work as required by the contract documents. Contractor shall maintain good discipline and order at site at all times. Contractor shall dismiss incompetent and incorrigible employees from the work site when requested by Construction Manager, and such person shall not be permitted to return to work without written consent of Construction Manager. No person whose physical condition is such as to make his employment dangerous to his health and safety, or to the health and safety of others, shall be employed in work. 2.5 Site Cleaning Contractor shall conduct cleaning and disposal requirements to comply with codes, ordinances, regulations, and antipollution laws. Contractor shall execute periodic cleaning to keep work site and adjacent properties free from accumulation of waste materials, rubbish, and windblown debris resulting from construction operations. Contractor shall remove waste debris and rubbish from site at least weekly and dispose of it at legal disposal areas away from the site. Upon completion of work, Contractor shall conduct inspection of sight -exposed interior and exterior surfaces and all work areas to verify that entire work area is clean. 2.6 Site Health and Safety The safety and health of site workers and other individuals is of paramount importance to the Owner, and the Contractor is required to perform all Work in accordance with existing regulations. Any disregard for the provision of these Health and Safety requirements may be deemed just and sufficient cause for termination of the Contract without compromise or prejudice to the rights of the Contractor. Contractor shall be responsible for the health and safety of all persons on the project site areas and must provide the appropriate safety measures, safeguards, training, and equipment as may be required by various regulatory agencies. Construction Manager in no way will be responsible or liable for overseeing, implementing, enforcing, or maintaining safety at project site areas. Geosynthetics Portion Of Storm Water Retention Berm Construction Specifications Alchem, Inc., Rockwell, NC Delta Project No.: 5EO702-101-P June 8, 2007 Page 4 of 12 The Contractor's health and safety practices shall follow the standards and guidelines established in the regulations listed below. 1. Safety and Health Standards 29 CFR 1910 (General Industry), U.S. Department of Labor, Occupational Safety and Health Administration (OSHA). Hereafter referred to as "29 CFR 1910." 2. OSHA Safety and Health Standards 29 CFR 1926 (Construction Industry), U.S. Dept. of Labor, OSHA. 3. OSHA Standard 2226 — Excavations. U.S Dept. of Labor, OSHA. The Contractor shall comply with any rules or regulations pertaining to hazards encountered. At a minimum, Contractor shall comply with the following: A. Prepare a Health and Safety Plan (HASP) for normal activities and emergency response, specifically for this project (see below). B. Have a designated health and safety officer (HSO). C. Post conspicuously, appropriate warnings and emergency phone numbers. The HASP shall address, at a minimum, the following elements: A. Measures to be taken by Contractor and Subcontractor(s) to control physical and chemical hazards associated with site work. Contractor's standard policies may constitute much of the HASP. Contractor's HSO shall sign and date the HASP. B. Staff organization, responsibilities, and authorities; site description; hazard analysis for each project task and operation; personal protective equipment; standard operating procedures and work practices; communications; illumination; site control measures; personal hygiene and decontamination; equipment decontamination; emergency equipment and first aid; emergency response and contingency procedures; and logs, reports and record keeping. C. An Accident Prevention Plan (APP) that addresses methods for avoiding physical hazards (e.g. open manholes). Contractor and Subcontractor(s) shall follow the APP throughout the Work. The APP shall include, at a minimum, safety meetings, fire prevention and protection, walking and working surfaces, site housekeeping, sanitation, daily safety inspections, and accident reporting. Geosynthetics Portion Of Storm Water Retention Berm Construction Specifications Alchem, Inc., Rockwell, NC Delta Project No.: 5EO702-101-P June 8, 2007 Page 5 of 12 Contractor or Subcontractor(s) shall quickly notify Construction Manager of any unforeseen hazard, safety issue, or condition they observe during the Work. The Contractor will conduct a brief daily project briefing and Health and Safety briefing with Construction Manager and all on -site personnel. During this briefing, the Contractor will identify the number of staff that will be working on the site during the day and anticipated work activities for the day. 2.7 Utilities Contractor will confirm the location of all overhead and underground utilities prior to beginning any work. For work immediately adjacent to a utility, or during excavation that will expose a utility or other buried obstruction, hand or light equipment excavation shall be used as directed by Construction Manager to determine its extent. Damages to utility lines or subsurface construction will be reported immediately to Construction Manager. Damage to utilities will be repaired by the appropriate utility company immediately at the Contractor's expense. 2.8 Bid Format The basis of the bid submittal will be in accordance with the Bid Proposal Form included in Appendix A. All equipment and supplies shall be delivered F.O.B. to the Site. All shipping costs and applicable taxes shall be included in the bid submittal. Any deviations or exceptions in the bid preparation shall be noted on the bid form. All bidders must follow, understand, and comply with the following bid instructions: 1. Contractor's bid shall include furnishing of all labor, including full-time competent supervision, materials, supplies, construction tools and equipment, utilities and services, hoisting, transportation, receiving, handling and storage, insurance, applicable taxes and all other services and expenses necessary to perform the work described herein. 2. Bidder is advised that replies to any requests for clarifications of this bid will be issued by written addenda to all Bidders. All questions regarding this bid must be submitted to Delta as identified in this section. 3. Written clarification and directions will be issued by the Engineer. Statements and interpretations by any other persons are invalid. All questions pertaining to the bid or technical specifications will be received up to close of business (DATE TO BE DETERMINED). Written clarifications will be submitted to all bidders by close of (DATE TO BE DETERMINED). 4. Contracting documents are included as an attachment (Appendix B) to the bid document. Any contract resulting from this bid document will be based on these documents. Geosynthetics. Portion. No obligation, either expressed or implied, exists on the part of Owner to make an award for the work or for - costs incurred in the preparation of the bid covered by this request for proposal. 2.12 Bid Requirements 1. Schedule: Contractor shall coordinate with Construction Manager to schedule commencement of construction activities to begin (DATE TO BE DETERMINED). Contractor shall complete the scope of work no later than three weeks following commencement of Work. If Contractor expects the scope of work to take longer, it shall be reported to the Engineer. If Contractor expects to be unavailable to begin work by (DATE TO BE DETERMINED), Contractor shall note the earliest available date. 2. Bidder shall furnish a Gantt chart or equivalent schedule detailing the proposed construction schedule for completion of the work as shown and specified in the attached documents. Enough detail shall be provided in the schedule to demonstrate an understanding of the work -flow within each major work element. The Bidder may propose an alternative extended schedule if cost savings can be achieved. This cost savings shall be submitted as a supplement to the bid. The Bidder shall submit the base bid in accordance with the schedule constraints defined herein and not assume that extended schedules will be granted. 3. Project Approach/Sequence: Bidder shall furnish a brief project summary identifying sequencing of the work and any difficulties the bidder foresees in completion of the work. The bidder shall also show an understanding of the work and identify key approaches to completion of the work that would support selection of your firm, including proposed schedule of submittals, excavation techniques, timely execution of the work, safety management, etc. 4. Licenses: Bidder shall affirm that it holds all required certifications and licenses to conduct the work. 5. Subcontract: Bidder shall list and completely describe each portion of the work it proposes to subcontract plus the name(s) and qualifications of any and all proposed Subcontractors, including name and location of disposal facilities intending to use. 6. Pricing: Bidder shall submit its pricing proposal in exact accordance with the provisions in Attachment A. 7. Exceptions: Bidder shall include a list of any exceptions to the proposed contract. Geosynthetics Portion Of Storm Water Retention Berm Construction Specifications Alchem, Inc., Rockwell, NC Delta Project No.: 5EO702-101-P June 8, 2007 Page 8 of 12 2.13 Change Orders/Out-of-Scope Work Contractor shall issue Construction Manager a request for change order for any revision to the scope of work encountered during the project. The request shall describe the additional work required, accompanied by an estimated cost to complete the work. All change orders must be signed by a Construction Manager representative prior to initiation of any additional work. Out -of -Scope Work (either greater than/in addition to or less than the amounts shown on the base bid form) shall be compensated using the Unit Rates specified in the bid submittal in the bid multiplied by the actual units used. Bidder shall submit a general current insurance certificate with their bid. NOTE: The successful bidder will be required to name Alchem Inc. as additional insured. 1. Bidder shall at its sole expense maintain and, shall ensure that its lower tier Contractors maintain during the performance of the Work covered by this Contract, carry the following insurance: a. Worker's Compensation insurance in compliance with the law or laws of the state or states in which employees are hired or will work, and Employer's Liability Insurance with limits of not less than $500,000 for each accident or occurrence. b. Comprehensive Automobile Liability insurance, covering owned, non -owned, or hired vehicles, including Contractual Liability Insurance to cover liability assumed in Article VII of this contract, with combined single limit of not less than $1,000,000 per occurrence for bodily injury and property damage. c. Commercial General Liability Insurance (occurrence coverage trigger) including products - completed operations coverage and Contractual Liability insurance to cover liability assumed in Article VII of this Contract, with combined single limits of not less than $1,000,000 per occurrence for bodily injury and property damage. The amount of insurance in compliance with the requirements of 2.16 (1) (a), (b), and (c) above is not to be construed as either a limitation or satisfaction of the indemnification obligation contained in the Contract. 2. Contractor shall provide Owner with certificates evidencing the coverage required, including provision for not less than thirty days' advance written notice to Owner and Engineer of cancellation or material change. All Commercial General Liability, Automobile Liability, and Excess Liability policies shall expressly include: a. a provision naming Alchem, its subsidiaries, affiliates and agents and all of their directors, officers, agents and employees and Contractor's lower tier Contractors which can not satisfy the requirements under 1 (b) and (c) above, as Additional Insureds; b. Severability of Interest clause in favor of the Additional Insured; and All insurance provided by Contractor and its lower -tier Contractors shall contain a Waiver of Subrogation endorsement in favor of Alchem, its subsidiaries, affiliates and agents and all of their directors, officers, agents and employees. 2.15 Invoice Format On final invoice, all Contractors must provide an itemized breakdown of the cost in a format consistent with the supplied bid form. As a condition for final payment for work performed hereunder, Contractor shall submit with final invoice, a duly executed "Contractor's Final Release and Waiver of Claims" Form (see Appendix B). Any release submitted that is qualified, modified or on any other form will not be accepted and final payment will not be made. 2.16 Contract Included, as Appendix B, are the proposed Terms & Conditions of Contract. Contractor shall review this document carefully and note any exceptions to the agreement on the bid. 2.17 Submittal Contractor shall submit one copy of each submittal, as outlined hereafter in this document, directly to Construction Manager's representative within 10 days of contract award, except as otherwise noted. Submittal documents will be reviewed by Construction Manager for a final decision within one week after being received. Each submittal will be approved, approved with modification, or disapproved. Approved submittals shall not be construed as a complete check, but will only indicate that general construction methods, materials, and other information are satisfactory. Approval will not relieve Contractor's responsibility to complete Work in accordance with project plans and specifications, regulatory requirements, and industry standards. Contractor shall be responsible for equipment dimensions. After Geosynthetics Portion Of Storm Water Retention Berm Construction Specifications Alchem, Inc., Rockwell, NC Delta Project No.: 5E0702-101-P June 8, 2007 Page 10 of 12 submittal approval, no re -submittal for the purpose of substituting materials and/or equipment will be given consideration unless accompanied by an explanation as to why a substitution is necessary. Contractor shall mark all corrections required by the Construction Manager on disapproved submittals and resubmit within seven calendar days for approval. All re -submittals shall be at Contractor's expense. If plan resubmittal is required by the Contract Manager, the Contractor will be held to all existing schedules established prior to the resubmittal. 2.18 Warranty Contractor shall warrant all materials used for the project and installation and construction for a period of one year after the project is completed and accepted by Engineer. 2.19 Additional Information This bid request shall not create any relationship, contractual or otherwise, between the Owner and Bidder, and Owner shall not be liable for any expenses incurred by Bidder in the preparation and submittal of any quotation. Owner reserves the right to accept other than the lowest price quotation and to reject any quotation in whole or in part, or to reject all quotations with or without notice or reason, and if no quotation is accepted, to abandon the work or to have the work performed in such a manner as Owner may elect. 3.0 GEOSYNTHETICS PROVISION AND INSTALLATION OF GEOSYNTHETICS 3.1 Geosynthetics All geosynthetics work will be performed by the contractor. Contractor will provide and install all geosynthetics as shown on Figures 1, 2, 3, 4, 5, and 6. Landlock 435 as provided by Landsaver Environmental, or equivalent, shall be provided for the base of the topsoil cover to provide for soil erosion control. 4.0 DOCUMENTATION The contractor will provide a daily safety meeting log and a daily quality control report. The daily safety meeting log must include the topics covered and the signatures of all personnel present at the meeting. The daily quality control report must include any on -site personnel and equipment, what work was accomplished, and any problems identified with solutions. 5.0 REMARKS The recommendations contained in this bid package represent Delta's professional opinions based upon currently available information and are arrived at in accordance with currently acceptable professional standards. One (I) standard Proctor Test (ASTM D-698) was performed in our laboratory to establish the moisture -density relationships of the fill soils for comparison with our field density tests. Test results are only representative of the depth and location indicated. S&ME was not requested to be onsite for f ill time testing and several feerof material -was placed ivit/t out monitoring. The results of the field density tests along with the laboratory Standard Proctor Test are enclosed for your review. These field density tests represent the compaction of the designated location and elevation and may not be representative of the compaction of the overall fill mass. Typically, the compacted density is dependent upon Iift thickness, soil moisture content, compaetive effort, and soil type. ROCKWELL, NORTH CAROLINA DELTA PROJECT 5E0702-101-P 1.0 INTRODUCTION This document outlines the scope of work for construction of a new storm water retention berm, a temporary dam, berm cut-off trench with underdrain, a reshaped/resized storm water retention pond, cut- off trench sump pump system, and storm water retention pond pump system at the Alchem facility, in Rockwell, North Carolina (herein referred to as "the Site") as shown on Figures 1 and 2). The purpose of this Construction Specification is to provide specifications for completing these installations. The containment berm is utilized to retain storm water which drains from a bauxite residuals monofil area at the above -referenced property. There has been a degree of storm water seepage observed to be associated with the containment berm. The storm water is reportedly slightly acidic in nature. The following specifications summarize the geosynthetics work associated with the construction of a new storm water retention berm and berm cut-off trench with underdrain. 2.2 Remedial Obiective To address the need to provide an improved these specifications are intended to modify the plan layout of the storm water retention basin to provide an improved storm water retention berm and associated storm water retention/drainage, The scope of work involves the re -shaping and re -sizing of the storm water retention pond and storm water retention berm and will include the installation of a culverted storm water drainage conveyance to the storm water retention pond, a cut-off trench sump pump system, and a storm water retention pond pump system. 2.3 Building Codes/Permits Contractor shall provide all necessary construction permits and licenses. Contractor shall pay all government charges and inspection fees necessary for execution of work that are applicable at time of opening bids. Contractor shall give notices and comply with laws, ordinances, building and construction codes, rules, and regulations applicable to work. If Contractor observes that specifications or drawings do not comply, Contractor shall give Construction Manager prompt written notice, and any necessary changes shall be made. If Contractor performs any work knowing, or having reason to know, that it is contrary to such laws, ordinances, rules, and regulations without such notice to the Construction Manager, Contractor shall bear the resulting costs. Contractor shall maintain good discipline and order at site at all times. 2.5 Site Cleaning Contractor shall conduct cleaning and disposal requirements to comply with codes, ordinances, regulations, and antipollution laws. Contractor shall execute periodic cleaning to keep work site and adjacent properties free from accumulation of waste materials, rubbish, and windblown debris resulting from construction operations. Contractor shall remove waste debris and rubbish from site at least weekly and dispose of it at legal disposal areas away from the site. Upon completion of work, Contractor shall conduct inspection of sight -exposed interior and exterior surfaces and all work areas to verify that entire work area is clean. 2.6 Site Health and Safety All excavation activities will be conducted in accordance with OSHA excavation standards (29 CFR 1926) and any other federal, state, or local requirements. The safety and health of site workers and other individuals is of paramount importance to the Owner, and the Contractor is required to perform all Work in accordance with existing regulations. Any disregard for the provision of these Health and Safety requirements may be deemed just and sufficient cause for termination of the Contract without compromise or prejudice to the rights of the Contractor. Contractor shall be responsible for the health and safety of all persons on the project site areas and must provide the appropriate safety measures, safeguards, training, and equipment as may be required by various regulatory agencies. Construction Manager in no way will be responsible or liable for overseeing, implementing, enforcing, or maintaining safety at project site areas. The Contractor's health and safety practices shall follow the standards and guidelines established in the regulations listed below. 1. Safety and Health Standards 29 CFR 1910 (General Industry), U.S. Department of Labor, New Storm Water Retention Berm Construction Specifications Alchem, Inc., Rockwell, NC Delta Project No.: 5E0702-101-P June 8, 2007 4of11 Occupational Safety and Health Administration (OSHA). Hereafter referred to as "29 CFR 1910." 2. OSHA Safety and Health Standards 29 CFR 1926 (Construction Industry), U.S. Dept. of Labor, OSHA. 3. OSHA Standard 2226 — Excavations. U.S Dept. of Labor, OSHA. The Contractor shall comply with any rules or regulations pertaining to hazards encountered. At a minimum, Contractor shall comply with the following: A. Prepare a Health and Safety Plan (HASP) for normal activities and emergency response, specifically for this project (see below). B. Have a designated health and safety officer (HSO). C. Post conspicuously, appropriate warnings and emergency phone numbers. The HASP shall address, at a minimum, the following elements: A. Measures to be taken by Contractor and Subcontractor(s) to control physical and chemical hazards associated with site construction. Contractor's standard policies may constitute much of the HASP. Contractor's Health & Safety Officer shall sign and date the HASP. B. Staff organization, responsibilities, and authorities; site description; hazard analysis for each project task and operation; personal protective equipment; standard operating procedures and work practices; communications; illumination; site control measures; emergency equipment and first aid; emergency response and contingency procedures; and logs, reports and record keeping. Contractor or Subcontractor(s) shall quickly notify Construction Manager of any unforeseen hazard, safety issue, or condition they observe during the Work. The Contractor will conduct a brief daily project briefing and Health and Safety briefing with Construction Manager and all on -site personnel. During this briefing, the Contractor will identify the number of staff that will be working on the site during the day and anticipated work activities for the day. 2.7 Utilities Contractor will confirm the location of all overhead and underground utilities prior to beginning any work. For work immediately adjacent to a utility, or during excavation that will expose a utility or other buried obstruction, hand or light equipment excavation shall be used as directed by Construction Manager to determine its extent. Damages to utility lines or subsurface construction will be reported immediately to New Storm Water Retention Berm Construction Specifications Alchem, Inc., Rockwell, NC Delta Project No.: 5E0702-101-P June 8, 2007 Page 5 of 11 Construction Manager. Damage to utilities will be repaired by the appropriate utility company immediately at the Contractor's expense. 2.8 Insurance Bidder shall submit a general current insurance certificate with their bid. NOTE: The successful bidder will be required to name Alchem Inc. as additional insured. 1. Bidder shall at its sole expense maintain and, shall ensure that its lower tier Contractors maintain during the performance of the Work covered by this Contract, carry the following insurance: a. Worker's Compensation insurance in compliance with the law or laws of the state or states in which employees are hired or will work, and Employer's Liability Insurance with limits of not less than $500,000 for each accident or occurrence. i' b. Comprehensive Automobile Liability insurance, covering owned, non -owned, or hired vehicles, including Contractual Liability Insurance to cover liability assumed in Article VII of this contract, with combined single limit of not less than $1,000,000 per occurrence for bodily injury and property damage. c. Commercial General Liability Insurance (occurrence coverage trigger) including products - completed operations coverage and Contractual Liability insurance to cover liability assumed in Article VII of this Contract, with combined single limits of not less than $1,000,000 per occurrence for bodily injury and property damage. The amount of insurance in compliance with the requirements of 2.16 (1) (a), (b), and (c) above is not to be construed as either a limitation or satisfaction of the indemnification obligation contained in the Contract. 2. Contractor shall provide Owner with certificates evidencing the coverage required, including provision for not less than thirty days' advance written notice to Owner and Engineer of cancellation or material change. Contractor shall secure from any and all lower tier Contractor's -- certificates evidencing similar insurance coverage, which shall be provided before Contract operations begin. 3. All Commercial General Liability, Automobile Liability, and Excess Liability policies shall expressly include: a. a provision naming Alchem, its subsidiaries, affiliates and agents and all of their directors, officers, agents and employees and Contractor's lower tier Contractors which can not satisfy the requirements under 1 (b) and (c) above, as Additional Insureds; New Storm Water Retention Berm Construction Specifications Alchem, Inc., Rockwell, NC Delta Project No.: 5E0702-101-P June 8, 2007 Page 6 of 11 b. Severability of Interest clause in favor of the Additional Insured; and All insurance provided by Contractor and its lower -tier Contractors shall contain a Waiver of Subrogation endorsement in favor of Alchem, its subsidiaries, affiliates and agents and all of their directors, officers, agents and employees. 3.0 TEMPORARY DAM CONSTRUCTION/PLACEMENT 3.1 Temporary Berm Construction All temporary berm construction work will be performed by the Contractor. Contractor shall construct a temporary berm at the location shown on Figure 3 to retain the storm water pond during the final berm construction phase. The berm shall be constructed of sufficient height and width as applicable to the current pond depth at the time of the final berm construction. The temporary berm shall be constructed of low permeability clay (at least 55% clay particles). 4.0 STORM WATER RETENTION POND 4.1 Storm Water Retention Pond All storm water retention pond construction work will be performed by the Contractor. Contractor shall construct a resized and reshaped storm water retention pond as shown on Figures 2 and 5. The storm water retention pond construction grading is shown on Figure 5. 5.0 STORM WATER RETENTION BERM 5.1 Modification of Existing Berm All storm water retention pond modification work will be performed by the Contractor. Contractor will modify the existing berm as shown on Figures 1, 2, 3, 4, 5, and 6. The existing berm material will be excavated, compacted per this specification, and placed per this specification to form a modified berm section. Existing berm modification work shall include the removal, replacement, and compaction of all existing berm materials according to these specifications: • Existing berm material should be excavated and replaced to form a modified existing berm. The final modified berm should have the dimensions shown on Figures 1, 2, 3, 4, 5, and 6. 0 The final storm water retention berm should be surveyed/staked for construction. New Storm Water Retention Berm Construction Specifications Alchem, Inc., Rockwell, NC Delta Project No.: 5EO702-101-P June 8, 2007 Page 7 of 11 • The excavated material should be fully compacted in horizontal lifts not more than 15 cm thick using sheepsfoot rollers, hand compaction, or bulldozers. Each layer should be thoroughly compacted before the next layer is placed. • Prior to placement, the material should have an optimum moisture content required for the purpose of compaction. The typical value of optimum moisture content for clays has been reported to be between 13% - 21 %. The optimum moisture content, or the water content that produces the maximum density, may be obtained by a laboratory Proctor test. • The material used to form the modified berm should be at least 55% clay particles. • The soil should be placed in lifts not exceeding 15 cm completed to a minimum of 95 percent of Standard Proctor Value (ASTM: D-698). 5.2 Construction of New Downstream Berm Section All New downstream berm section work will be performed by the Contractor. Contractor will construct the new downstream berm section as shown on Figures 1, 2, 3, 4, 5, and 6. The new downstream berm section material will be placed and compacted per this specification to form a new downstream berm section. New downstream Berm section work shall include the placement and compaction of all berm materials according to these specifications: • The New downstream Berm section should be constructed as shown on Figures 1, 2, 3, 4, 5, and 6. • The geosynthetics are to be provided and installed by others. • The new downstream berm material should be fully compacted in horizontal lifts not more than 15 cm thick using sheepsfoot rollers, hand compaction, or bulldozers. Specifications for the geosynthetics portion of the work are contained in a separate document. 5.4 Construction of Berm Topsoil Face All berm topsoil face work will be performed by the Contractor. The berm topsoil face should have should be constructed as shown on Figures 1, 2, 3, and 4. The topsoil material should be approximately 2-4 inches in depth and be seeded for grass cover. Geotextile work related to the Berm topsoil face shall be provided and installed by others. 5.5 Construction of Berm Toe Filter All berm toe filter work will be performed by the Contractor. Contractor shall construct a berm toe filter at the location shown on Figures 3 and 4. The toe filter shall be constructed of high permeability material such as sand. 5.6 Cutoff Trench with Underdrain All cutoff trench with underdrain work will be performed by the Contractor. Contractor will construct the cut-off trench with underdrain as shown on Figures 2, 3, and 4. The cut-off trench will be excavated and constructed to collect any drainage from the downstream face of the new storm water retention berm. The Cut-off trench with underdrain work shall include the placement of all cut- off trench materials according to these specifications: • The cut-off trench section should be constructed as shown on Figures 2, 3, and 4. The geosynthetics are to be provided and installed by others. • The cut-off trench material shall include graded gravel or crushed rock immediately surrounding the perforated underdrain. • The graded gravel/crushed rock shall be surrounded by sand/gravel. • The underdrain shall be a 3—inch diameter, perforated pvc pipe set at 1 % slope toward the collection sump pump. • The cut-off trench shall be of sufficient width to provide ample room for the handling of piping runs. Open trenches shall be properly marked and/or attended, and barricaded. Trenches shall be closed and barricaded at the end of each working day. • A minimum of 3 inches of washed sand shall be used as piping bedding below the piping. • The soil should be placed in lifts not exceeding 6 inch lifts completed to a minimum of 95 percent of Standard Proctor Value (ASTM: D-698). 5.7 Inspections In the event any inspections indicate the work has not been performed as specified or the materials have not been furnished, placed and compacted in compliance with the specifications, the work shall be redone, the materials removed, replaced, and recompacted until the inspections assure compliance with the drawings and specifications. 5.8 Site Restoration Following completion of the installations, the Contractor shall restore all affected surfaces to their original condition, including the reseeding of all grass areas. 6.0 MECHANICAL WORK The scope of mechanical work to complete the installation includes the following: • All piping and mechanical work required to construct a cut-off trench transfer sump pump and storm water retention pond pump system. 6.1 Cut-off Trench Transfer Sump and Sump Pump The scope of work includes the installation of a cut-off trench transfer sump and sump pump to transfer any collected water from the cut-off trench to the storm water retention pond. The sump pump and sump will be provided by the Contractor. A pre -packaged sump pump system such as Model PJM-PKG-1824 as manufactured by Jim Murray, Inc., or equivalent shall be provided for this purpose. The sump pump system shall include appropriate level alarms to control pump operation during high and low water conditions. A check valve followed by a plug or gate valve should be installed on the discharge side of the pump. Electrical conduit for electrical wire shall consist of U.L. approved PVC electrical conduit, fittings, and connections. All buried conduit shall be rigid and approved for earthen burial. Contractor shall employ a placement method that does not disturb nor damage installed piping. The cut-off trench transfer sump pump shall discharge to the storm water retention pond as shown on New Storm Water Retention Berm Construction Specifications Alchem, Inc., Rockwell, NC Delta Project No.: 5E0702-101-P June 8, 2007 Page 10 of 11 Figure 2. The sump pump discharge pipe shall be 3-inch diameter PVC. Contractor shall employ a placement method that does not disturb nor damage installed piping. The trench shall be of sufficient width to provide ample room for the handling of piping runs. Contractor shall accurately grade the trench bottom to avoid low points. No more of the trench than necessary shall be left open at any time during trench construction. Open trenches shall be properly marked and/or attended, and barricaded. Trenches shall be closed and barricaded at the end of each working day. A minimum of 3 inches of crushed stone shall be used as piping bedding below the piping. A minimum of 1 foot of cover soil should be placed over the culvert. The cover soil should be placed in lifts not exceeding 6 inch lifts completed to a minimum of 95 percent of Standard Proctor Value (ASTM: D-698). 6.2 Storm Water Retention Pond Pump System The scope of work includes the installation of a Storm Water Retention Pond Pump system to transfer water from the storm water retention pond to Lagoon #2. The storm water retention pond pump system will be provided by the Contractor. A pre -packaged sump pump system such as Model ZJM-SPLX-Delta as manufactured by Jim Murray, Inc., or equivalent, shall be provided for this purpose. The pump system shall include appropriate level alarms to control pump operation during high and low water conditions. A check valve followed by a plug or gate valve should be installed on the discharge side of the pump. Electrical conduit for electrical wire shall consist of U.L. approved PVC electrical conduit, fittings, and connections. All buried conduit shall be rigid and approved for earthen burial. Contractor shall employ a placement method that does not disturb nor damage installed piping. 7.0 ELECTRICAL WORK All electrical work will be performed by the Owner. 8.0 DOCUMENTATION The contractor will provide a daily safety meeting log and a daily quality control report. The daily safety meeting log must include the topics covered and the signatures of all personnel present at the meeting. The daily quality control report must include any on -site personnel and equipment, what work was accomplished, and any problems identified with solutions.
