The boat ramp facility is within NCWRC's Butner -Falls Game Land. Rodolphe Rd that the facility is located is a dead end gravel road. The land surrounding the boat ramp is wooded and undeveloped. 4b. Explain the purpose of the proposed project:* The purpose of this project is to renovate an existing public boat ramp facility. The existing facilty's ramp is damaged. It was constructed of concrete planks and some of the planks are not in the correct alignment. The new ramp will be constructed using the push -slab construction method. The existing asphalt parking lot vdll also have a small expansion to create a row of single car parking spaces. The current parking lot does not have any delinated single car spaces. However this site is a popular launch point for paddlecraft and single cars are currently parking in undesignated areas in the edge of the woods. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed project includes removal of a damaged single -lane boat ramp, construction of a new concrete single -lane boat ramp, installation of an 8'-wide floating dock, resurfacing of the existing asphalt parking lot, and a small parking lot expansion to create 1 row of single car parking. The proposed boat ramp will be extend to a point that it will provide 4' of depth at typical low water conditions. Parallel to the ramp an 8'x60' floating dock is proposed. NCWRC requests auothorization for an 8'-wide dock as this width better serves users of all ability levels, including those with disabilities. This width provides more stabiliity and does not wobble as easily as narrower docks. There is an existing sandy beach area adjacent to the ramp that is popular for launching paddlecraft. This sandy beach area is proposed to remain. The 8'-wide dock would also allow paddlecraft users to use the dock without causing conflict with motorboats using the ramp. The existing asphalt parking lot has 17 trailer parking spaces (including 1 ADA) and no single car spaces. Single vehicles are currently parking off the edge of the asphalt tin the edge of the woods. An expansion of the parking lot of about 4000 square feet is proposed to construct a row of single car parking spaces. About 2000 square foot of woods will need to be cleared. 4j. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Construction the new ramp and dock in the same location as the existing ramp and dock minimizes buffer impacts. Expanding this site to a 2-lane boat ramp was evaluted, however that idea was not included in the final site plan because it would have eliminated the sandy beach where paddlecraft currently launch. Not expanding the ramp footprint minimized buffer impacts. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: NCWRC will construct the ramp using the push -slab method. The concrete slab will be poured on level high ground and allowed to cure for 28 days. No live concrete shall come into contact with the water. While the slab is curing the stone base Will be placed using excavator and bulldozer at the proper 14 % grade. After the slab is cured it will be pushed into place on the correct grade using a bulldozer. Al high ground portions of the ramp will be formed and poured in place after the lower part of the slab is in place. 2. We were delayed in seeding our wildflower field into the late spring of 2019 and did not really have anything germinate that year, but this spring we were really pleased with what came up. We had a lot of success with the rudbeckia and coreopsis, and had a good showing of gaillardia, helianthus, and eupatorium as well. We still have some undesirable species that we need to work on controlling, but it has been a fun and rewarding project for our staff so far. Thanks for following up on the Eno River BAA improvements. We put together an internal review document for projects of this scope for our Environmental Office in our Wilmington District headquarters to review, so I think a "may affect - not likely to adversely affect" letter would be the appropriate item to attach to our "Record of Environmental Consideration".
