Compliance Evaluation Inspection

NPDES Permit Number NCO025879
Graham County
Dear Mr. Cagle,
- -On- June 18, 2001- ] ,conducted a Compliance Evaluation Inspection of the Town-of- -
Robbinsville's Wastewater Treatment Plant. The purpose on the inspection was to determine the
compliance status of the facility. The assistance provided by Mr. Michael Ladd during this
inspection was greatly appreciated. Enclosed you will find a copy of my inspection, for your
records.
The wastewater treatment plant generally appears clean and well maintained. The lab
facilities and calibration records are well maintained: The facility has had no effluent limits or
monitoring violations in the last year. The plant is rated for 0.630 MGD and is currently handing
0.200 MGD. The influent lift station appears to be well maintained, with both pumps operational.
The aerobic sludge digester and thickeners described in the permit are the tanks for the old plant
that are adjacent to the new plant. These sludge facilities, including the belt press, have not been
used in the last 2 years due to the loading of plant. The clarifier skimmer was not operational at
the time of the inspection, I understand that parts are on order. It is recommended that repairs be
made to this equipment as soon as possible. An air leak and a potable water leak were noted at
the blower building, both should be repaired immediately. The plant is currently using three (3)
banks of UV lights with more on order. The flow meter was last calibrated on February 11, 2000,
and needs immediate calibration. Flow meters require as a minimum annual calibration.

Also, in my review of last year's inspection notes dated July 14, 2000 (enclosed) Mr. Keith
Haynes observed that floating solids were observed on the clarifier, a splash —guard was needed
on the return sludge line, and the area for septage haulers is in need of a new screen. I observed
that action remains to be taken on these recommendations and immediate attention should be
given to each. Due to the lack of action taken on these items the facility was determined to be
deficient.
I want to thank Mr. Ladd for his cooperation during this inspection. If you should have any
questions regarding this inspection, feel free to call me at (828) 251-6208.
Sincerely,
Lary Frost
