The State of Florida originally characterized the Fenholloway River(for di oadn) as a
water quality Ilmited segment and included the River on the State's sectic n 803(d) list
based on a fish{issue advisory for dioxin issued by the Florida Departme-itof Health
(DOH). water quality limited segments are those waters where technolc gy-based
controls are inadequate to attain water quality standards.
The Department of Health issued the fish tissue advisory because the lee al of dioxin, as
measured using a TEQ approach,was above 7 ppt. The level of dioxin li fish tissue
which triggers a fish tissue advisory in Florida stdn tian that IEwel that would

the fish advisory, EPA disapproved Florida s ar�list the Fenhollowa r River for
dioxin and added the water to the State's section 303(d)list.
Since EPA's decision on June 11, 2003, DOH rescinded the dioxin fish ti,sue advisory
for the Fenholloway based on more recent data colleoted at key points al rig the river_
While the removal of the advisory indicates an improvement in water qua ity, it does not
by itself, indicate that water quality standards are being attained since the levels which
trigger a fish advisory are less stringent than the levels which would indicate the water
quality standard is a,meeded.
EPA received the deta that DOH used to remove the advisory and reviewed these data
to determine if water quality standards are being met. In order to conduc this analysis,
EPA used the risk assumptions used to derive the current applicable water quality
criterion for 2,3,7,8 TCDD(0.014ppq)to determine an equivalent fish tics ie residu6
level. The assumptions used were 6.5 !d consumption rate, 70 kg avers y
weight, a cancer risk level of 10"-6 (1 In 1 million), an a cancer po enoy :lope of 1.56 x
10"5. (See equation below). This results in a fish residue concentration or 0.07 parts per
trillion (opt)TCDD. {3f the 6 composites available for analysis, 5 had )eve Is above the
0.07 leveleited*above (range 0.0690-0.689).The 6th sample was de ermined to be
n6d u rto matrix i'n e eronce with an estimated maximum possibh: Concentration

Based on this analysis, EPA has determined that the data indicate the Fe 1holloway
River continues to br impaired for dioxin as the levels of dioxin determined to be present
in the water column.-exceed the applicable water quality standard.

Dioxin Monitoring in Fish Tissue Report-2003
Dear Mr.Westall:
Attached is the final report detailing the results from Blue Ridge Paper Products' fourteenth
annual Fish Tissue Study. This study, as required by our NPDES permit, consists of annual
sampling of fish at specific sites in the Pigeon River and analysis of those fish for dioxin. The
actual fish collection took place in August 2003. All surveys were conducted by EA Engineering
Science and Technology and the analyses were conducted by Severn Trent Laboratories.
As you know, the Study Plan for the 2003 fish tissue monitoring was revised in response to the
fish consumption advisory on the Pigeon River being completely rescinded and the Walters Lake
advisory being partially rescinded. Carp in Walters Lake is the only fish species remaining under
advisory for both the North Carolina and Tennessee portions of the Pigeon River.
