ENERAL This design memorandum presents the criteria for the design of the civil and mechanical systems which are to be provided as part of the Phase I improvements to the McDowell Creek Wastewater Treatment Plant in M:klenburg County, North Carolina. A. PROJECT DESCRIPTION The upgrade and expansion of the McDowell Creek Wastewater Treatment Plant will occur in two phases. The construction of the Phase I improvements will begin in Larch 1995 and will be substantially complete in May 1995.' The construction of the Phase II improvements should begin in February 1996. (1) Phase I will expand the plant capacity from 3.0 mgd to .5 mgd by increasing the aeration capacity. This ;expansion 'retains the existing two -stage configuration for nitrification. 'However, the existing sock diffuser aeration system will be replaced by a flexible membrance diffused aeration system in the portion of the aeration basins which will remain as aerobic in; the PhaseIl expansion. The sock diffusers will remain in service in the portion of the basins' which will be converted to an anoxic zone under Phase II. (2) Phase II improvements will provide biological nutrient (phosphorus and nitrogen) removal (BNR). The second stage of the existing system will be operated in parallel with the first stage to produce a single -stage parallel treatment system. The existing intermediate clarifiers and one of the existing final clarifiers will be converted to aeration basins. Other Phase II improvements will include construction of a preliminary treatment structure, ,third primary clarifier, anaerobic basins, two new final Q'larifiers, an effluent filter structure including return: activated sludge pumping station and gravity belt thickening facilities, ultraviolet disinfection system, and cascadepost-aeration. Improvements will ibe made to the influent pumping station, blower building, and air piping, primary sludge pumping station, anaerobic digesters, and operations building. No modification to this process train is proposed for the Phase I improvements. The following criteria were developed based on May 1, 1991 - April 30, 1994 plant records. A. SLUDGE DRYING BEDS There are 34 sludge drying beds, each 40 feet in width by 100 feet in length, providing 136,000 square feet of drying bed area. Subnatant from the drying beds drains back to the influent pumping station. P. LIQUID SLUDGE TRUCK LOADING STATION A truck loading station is currently in use at the sludge drying beds. This loading station is used to transfer sludge from the digesters to tanker trucks for land application, and may also be used for hauling to the Mallard Creek WWTP for dewatering. Alternative Analysis Evaluation: N/A PART IV - EVALUATION AND RECOMMENDATIONS The permittec, Charlotte - Mecklenburg Utility Department, applied for approval to expand the subject facility from current capacity of 3.0 MGD to 6.0 MG D (the capacity w temporarily, go from 3.0 to 3.5 MGD in the first phase of the W expansion). The WWTP expansion is the result of the tremend growth in the northern part of Mecklenburg County. Mr. Barry Gullet, Assistant Director with CMUD, has requcs that a proposed residual chlorine limit, which is anticipated u expansion, not take effect until annual effluent flows average MGD. The proposed chlorine limit should not take effect until P1 capacity has been increased (upon completion of an expansio therefore, no action is necessary on Mr. Gullet's request. .c -qqq Page Four Mr. Gullet has also requested that the it speculative" TN limits developed by the Division of 4.0 mg/1 (summer), 8.0 mg/1 (winter) not be imposed until a study be conducted to determine the levels necessary to protect WQ. It is Mr. Gullet's contention, based on a July 1-9, 1994 letter from Don Safrit, that the speculative limits should not be imposed without further instream data. The McDowell Creck watershed was studied for the post two (2) years and recommendations in the form of a Management Plan were expected to indicate the need for nutrient removal at the subject facility. This Office is unaware of the results of this study, however, if the recommendations of the Management Plan (based on the accumulated data) point to the need for nutrient removal then the proposed TN limitations should remain. It should be noted that the final decision on the need for nutrient limitations should come from the TSB. (2) "Severe property age" means substantial physical damage to property, damage to the treatment facilities which causes them to become inoperable, or substantial and permanent loss of natural resources which can reasonably be expected to occur in the absence of a bypass. The permittee may allow any bypass to occur which does not cause effluent limitations to be exceeded, but only if it also is for essential maintenance to assure efficient operation. These bypasses are not subject to the provisions of P graphs c. and d. of this section. c. Notice (1) Anticipated bypass. If the permittee knows in advance of the need for a bypass, it shall submit prior notice, if possible at least ten days before the date of the bypass; including evaluation of the anticipated quality and affect of the bypass. (2) Unanticipated bypass. The permittee shall submit notice of an unanticipated bypass as required in Part II, E. . of this permit. 4 hour notice). d. Where the permittee becomes aware that it failed to submit any relevant facts in a permit application, or submitted incorrect information in a permit application or in any report to the Director, it shall promptly submit such facts or information. 9 The permittee shall report by telephone to either the central office or the appropriate regional office of the Division as soon as passible, but in no case more than 24 hours or can the next working day following the occurrence or first knowledge of the occurrence of any of the following: at Any occurrence at the water pollution control facility which results in the discharge of significant amounts of wastes which are abnormal in quantity or characteristic, such as the dumping of the contents of a sludge digester, the known passage of a slug of hazardous substance through the facility; or any other unusual circumstances. b. Any process unit failure, due to known or unknown reasons, that render the facility incapable of adequate wastewater `treatment such as mechanical or electrical failures of pumps, aerators, compressors, etc. c. Any failure of a pumping station, sewer line, or treatment facility resulting in a by-pass directly to receiving waters without treatment ofall or any portion of the influent to such station or facility. .Persons reporting such occurrences by telephone shall also file a written report in letter form `within 5 days following first knowledge of the occurrence. 10. Avg b° " f R I= Except for data determined to be confidential under NCGS 1 3-215.3(a)(2) or Section 308 of the Federal Act, 33 ISC 1318, all reports prepared in accordance with the terms shall be available for public inspection at the offices of the Division of Environmental Management. Knowingly making !any false statement on any such report may result in the imposition of criminal penalties as provided for in NCGS 1 3- 1 .1(b)(2) or in Section 309 of the Federal Act. 11. e Clean Water Act provides that any person who knowingly makes any false statement, representation, or certification in y record or other document submitted or required to be maintained under this permit, including monitoring reports or reports of compliance or noncompliance shall, upon conviction, be punished by a fine of not more than 10, per violation, or by imprisonment for not more than o years per violations or by both. PART III OTHER REQUIREMENTS A. I. Effluent limitations are listed in Part I of this permit. Other pollutants attributable to inputs from industries using the municipal system may be present in the p ittee's discharge. At such time as sufficient information becomes available to establish limitations for such pollutants, this permit may be revised to specify effluent limitations for any or all of such other pollutants in accordance with'best practicable technology or water quality standards. . The permittee shall operate its approved pretreatment program in accordance with Suction 402(b)(8) of the Clean Water .Act, the Federal Pretreatment Regulations 40 CFR Part 403, the State Pretreatment Regulations 15A NCAC 2H .0900, and the legal authorities, policies, procedures, and financial provisions contained in its pretreatment program submission ission d :Division approved modifications there of. L Provide a design for a sound attenuating enclosure around the filter backwash blowers and for a weather -protective enclosure around the NPW pump system. Include services of an acoustical engineer to evaluate the blower noise and provide recommendations for dampening the noise. Basis of Design L Civil. The existing three -sided structure will be utilized and a fourth wall added to enclose the blowers. Monorail beams will be installed above the centerline of each blower.' Clear area above each blower is based on the roof connection at the "best" elevation on existing wall. . Mechanical. The blowers have non -piped air inlets so the inlet air travels freely through the room to the blowers. This results in the blower inlet air being available for space cooling. The blower inlet airflow quantities will be adequate to cool the space to 1t14°F therefore, no exhaust fans are required. The inlet louver areas should be based' on the recommendations of the acoustical sub -consultant. Based on the acoustical sub - consultant recommendations which, with two blowers operating at 2,500 cfm each, would require a 16 s . ft. opening, either 4'x 4' or 2'x 8% with two of the 2'x 4' Commercial Acoustics Model BRD-3HP-LF-2448 sound attenuators mounted' behind them. The pressure loss through the intake louvers and sound attenuators would be 0.2-inch water column with both blowers operating. The architectural louver installation detail will need to incorporate the mounting of the sound attenuators behind the louvers instead of the typical contrail dampers. ELECTRICAL DESIGN MEMORANDUM GENERAL This memorandum will discuss the electrical design requirements for the Contract I improvements of the McDowell Creek Wastewater Treatment Plant. This memorandum serves as supplement to the civil design memorandum. APPLICABLE CODES AND STANDARDS All electrical work will comply with the following codes: North Carolina State Building Code • National Electric Code (NEC) with North Carolina state amendments • National Electrical Safety Code (NESC) • NFPA 820 Fire Protection Requirements for Wastewater Treatment Plants GENERAL DESIGN CRITERIA The electrical design will conform to Black & Veatch standards with inclusion of CMU preferences for electrical installations and will be generally as follows: 0 All new motors, 1/2 horsepower and larger, will be rated 460 volts, three phase. 0 All new motors, less than 1/z horsepower, will be rated 115 volts, single phase. BLACK & VEATCH INTERNATIONAL COMPANY ENGINEERING DESIGN REPORT Page 10 Charlotte -Mecklenburg Utilities B&V Project 62 54,300 McDowell Creek Wastewater Treatment Plaint BV File A Phase III Improvements October 13, 1999 Contract 1 • Except for package equipment, motor starters will be located in motor control centers and have a green indicating light for OFF, red indicating light for CAN, and amber indicating light for motor failure. • MCC internal wiring labels shall be required to be applied at all terminations, inations, including wiring between cubicles. • Elapsed time meters will be supplied on all new combination motor starters for process motors above one horsepower and critical equipment below one horsepower designated by CMU. Power receptacles, small process loads, and lighting loads will be supplied from three phase, 480-120/208 volt auxiliary lighting transformers and 120/208 volt, three phase, lighting panels to balance phase loading on the 480 volt system. • Weatherproof receptacles will be utilized outdoors, in chemical feed and storage areas, and in wet locations. All receptacles will be provided with ground fault interrupting ( FI) capability. • PVC coated rigid galvanized steel conduit (RGS) will be used for exposed indoor areas. • PVC coated rigid steel conduit will be used for exposed outdoor areas. • Underground electrical; duct banks will have reinforced concrete encasement. Power and control circuit conduits will be Schedule 40 PVC.` • All low voltage power and control cable will be rated for 600 volts and have type XHHW insulation. Lighting and receptacle circuits may have THHN insulation. • Lighting circuits will utilize a separate ground conductor. • Motors will be specified with premium efficiency ratings. Each suspended type fluorescent fixture shall be powered from a duplex receptacle outlet with zipcord to enable access for fixture maintenance and 0 All exterior fixtures will be corrected high pressure sodium type with photocell and lighting contactor control, Local code enforcing authority requires all electrical, instrumentation, and dedicated equipment control panels to incorporate the label of a qualified national testing laboratory. POWER DISTRIBUTION FUNCTIONAL REQUIREMENTS. Equipment in the Effluent Filter Building is poweredfrom a motor control center (MCC-3) located on the upper level. Under the Phase 11 contract, MCC-3 was furnished with the necessary circuit breakers and starters to feed two thickened sludge pumps, one be furnished and installed under Contract 3 utilizing the existing MCC provisions. Power and control cable will be pulled through existing conduits. A new circuit breaker will be provided in a spare section of MCC-3 for a second gravity belt thickener. Exposed conduit to the equipment will be provided. Lights and receptacles will be furnished for the new Filter Blower Enclosure. Power will be provided from an existing 120 VAC lighting panel in the Filter Effluent Building. Light fixtures will be enclosed fluorescent type and will match those in the Effluent Filter Building. Exterior fixtures will be provided over building entrances. The maximum predicted vanes for both constituents are greater than 10°' of the allowable effluent concentration. In addition, because these two constituents are consistently discharged from the McDowell Creek VAVIP, the Instrearn Assessment Unit is recommending the continuation of a minimum of quarterly monitoring for fluoride and chloride for water quality protection. The reduction weekly monitoring of the effluent limits to only four times per year should present some savings to the facility.
