MRO staff met with Mr. <Matt Westendorf. During the inspection, RW-1 was experiencing problems with a blocked line. This blockage may be the result of a damaged stinger. A repair of the stinger in RW1 was being performed after the site visit was completed, Please notify this office to alert us that the repair has been successfully completed. The effluent meter calibration records were reviewed during the site visit. The calibration appears to be within the allowable error for the flow meter. The gallery at RW-2 was observed to be flooded. MRO suggests that a mat could be used as a cover to prevent flooding of the gallery so the wash fluid does not accidentally get pumped through the treatment system. It was also observed that the fiberglass coating of the Activated Carbon canister has become compromised. The MRO suggested the Carbon Canisters be replaced as a part of regular system maintenance. The treatment system has an oil and water separator that discharges free product to a 55-gallon drum. During the date of the inspection, no free product was in the 5-gallon drum. The ORC has pH field certification. The pH certification paperwork was available for review. All other procedures are performed by a contract laboratory. Overall, the treatment system is operating within the guidelines of the NPDES permit. Please notify the MRO, DWR should you be contacted by the Trust Fund to turn-off this treatment system. A Site Location Map and Site Map are presented as Figures I and 2, respectively. The NOI form is attached as Appendix A. Additional information is provided below. The March 2011 Comprehensive Site Assessment (CSA) documented a release from five former diesel fuel dispensers served by 13 former diesel underground storage tanks (USTs) ranging in size from 10,000 — 20,000 gallons; a former 1,000-gallon varsol UST; a former 10,000-gallon waste oil UST; and one former subgrade hydraulic lift served by a former hydraulic oil reservoir of an unknown capacity. The North Carolina Department of Environment and Natural Resources (DENR) UST incident numbers are 6567 (fueling lanes — reopened by DENR), 36811 (former varsol UST), 16826 (former 10,000-gallon waste oil UST), and 36806 (closed lift in the tire lane). The DENR site risk ranking is high due to the presence of one supply well used for drinking water within 1,000 11 of the source area. Based on the historical and current use of the subiect proverty, the site land use is classified as industrial/commercial. Based on the groundwater sample results, target compounds were detected above the NC 2L Standards in CSA monitoring wells MW-3, MW-7, MW-9, MW-10, MW-12 through MW-17, MW-21, and MW-24 and LSA temporary wells LSA-6 and LSA-9. The most common constituents detected above the NC 2L Standards in CSA monitoring wells or LSA temporary wells included benzene (up to 160 lig/1), naphthalene (up to 950 gg/1), total C9-C18 aliphatics (up to 4,600 gg/1), total C9-C22 aromatics (up to 3,500 gg/1). Five monitoring wells contained light non -aqueous phase liquid (LNAPL or free product) including LSA-3, LSA-7, MW-2, MW-22, and MW-23 (Figure 3). A Corrective Action Plan (CAP) that focused on removal of free product was completed for the site in April 2012, The off -site water supply well that has qualified the site as high risk is over 900 It away. Based on BIOS RE modeling presented in the CAP and the groundwater flow direction, this off -site water supply well is not threatened by the subject releases. In addition, soil impacts do not exceed industrial MSCCs such that the site should be eligible for risk -based closure once the free product is removed. H&H has recommended that the risk status be changed from high to intermediate for this site. H&H evaluated multiple remedial options for the free product. The free product appears to consist of diesel, waste oil and varsol. The depth to free product is approximately 35 ft and the free product is located under a fueling building. Therefore, the potentially applicable cleanup technologies are limited. Excavation of the free product was considered. However, an actively used building is in the way, and the excavation cost is too high. Based on the depth and widespread area of free product, a dedicated system is necessary for effective free product recovery. During the CAP, MH completed a dual -phase extraction (APE) pilot test which indicated that DPE will be an effective technology for free product recovery at the site. H&H has completed the DPE system design which is outlined herein. The completed and signed NOI form is attached as Appendix A. A description of the recovery and treatment system is provided in Section 2.0. The proposed remedial system will be comprised of a free product recovery system. Free product will be removed from ground water and vadose zone soils and pumped to the treatment system building using a liquid ring pump. The extracted air will be discharged by the DPE system exhaust while extracted groundwater and free product will be pumped from the moisture separator to an oil/water separator. Free product will gravity drain from the oil/water separator to an above ground product storage tank and groundwater will be pumped from the oil/water separator through two 500 lb. liquid phase carbon cylinders before it is discharged via PDES General Permit NCG5 10000 into an existing storm water drainage swate bordering the western edge of the site. The treatment system layout and NPDES out all details are depicted on Figures 4 and 5, respectively. Based on pilot test results, the total recovery rate is anticipated to be 60 gallons per hour (gph) or, less. Ground water and Free Product Recovery Based on pilot testing, H&H proposes to utilize one existing recovery well (RW-1) and proposed three additional recovery wells (RW-2 through RW-4) for free product recovery. The DPE well locations are presented on Figure 4. The additional DPE recovery wells will be installed to depths of approximately 42 ft bgs. The recovery wells will be constructed of 4-inch diameter schedule 40 PVC casing with 25 to 30 ft of 0.010-inch slotted PVC well screen. The sand pack will extend two feet above the screen interval followed by a 3-ft section of hydrated bentonite followed by cement grout to approximately two feet below the ground surface. Ground water and free product will be recovered from each well using an electric Dekker 10 hp DPE liquid ring pump (Model VMXOl 53KAI -20). Ground Water Treatment and Free Product Removal Figure 6 indicates the layout of the treatment system. The system will contain a moisture separator, a bag 'filter, an oil/water separator, a liquid ring pump, ;two transfer pumps, two carbon canisters installed in series, and associated controls. A schematic of the recovery and treatment system is indicated on Figure 7. Equipment sheets are included in Appendix B. Recovered ground water will be pumped to a 120-gallon moisture separator equipped with high - high, high, and low level switches. When the high level switch is tripped, the ground water and free product will be pumped from the moisture separator with a transfer pump to an Enviro- Equipment 59-gallon oil/water separator (Model -10). Free product will gravity drain from the oil/water separator to a 300-gallon above ground product storage tank and groundwater will be pumped from the oil/water separator with a transfer pump through two 500 lb. Tetrasoly liquid phase carbon cylinders (Model V-HPP-500). Appendix C contains carbon breakthrough calculations. Sampling ports will be installed prior to, between, and after the carbon vessels. A control panel will monitor the treatment system. The system is designed to prevent discharge of untreated water and to shut off the liquid ring pump when the level switch (high/high) in the moisture separator or oil/water separator is triggered. Because the drainage swale is located within the North Carolina Department of Transportation (NCDOT) right-of-way, NCDOT may require an encroachment permit to discharge to the drainage style. Based on discussions with NCDOT, an encroachment application cannot be submitted to NCDOT until the NPDES ;permit has been approved by DENR. H&H understands that the NPDES permit approval will be contingent on NCDOT's encroachment agreement approval. The system was permitted in January of 2013-and system startup was in July 2014. The system is composed of four (4) recovery wells which are piped through a trenched network to the remediation trailer. The well boring logs were available to be reviewed. The well lithology indicates the presence of soils composed of silt to silty clays which are easily compacted and can create a perched water circumstance. This perched circumstance has aided with the recovery of free product. The trench pipes are doubled cased with the outer pipes being composed of 4 inch diameter schedule 80 PVC and the inner pipes are composed of 2 inch diameter schedule 40 PVC. The 2 inch diameter pipe Have centralizers installed at regular Intervals. During this inspection RW-3 was observed. Influent water is pumped from the recovery wells to a 120 gallon moisture separator. The moisture separator sends water Via a transfer pump to a 40 gallon oil and water separator. During the visit, bacterial film was observed on the top of the separator. From the separator the water travels to a filter bag cylinder which collect suspended fines using a 50 micron filter bag. Final treatment is achieved using two in line 300 pound GAC units to treat and polish. Spent carbon from the CAC units are collected by a certified carrier. The system is designed to allow for the collection of sample water at influent, mid -point and effluent to provide the operator adequate information for system performance. Groundwater chemistry reports indicate low level of BTEX present with only Benzene reporting above 2L groundwater limits in the influent sampling. The out fall of this system percolates to the surface at a low flow rate and empties into a piped culvert which eventually flows into an unnamed tributary of the Dixon Branch stream segment of the Catawba River, The system appears to be in compliance with the permitted operations.
