I am wntmg this letter as an actmg agent for Mr and Mrs Ray Carey the owners of 1803 Chester Drive
I am a Landscape Architect and owner of MH Roberts PA The Carey s hired me to design the landscape
for their property After workmg thru several design exercises we have determined that there is a safety
concern with the open drainage swale crossing through a portion of their property 7he Carey s �ust
recently purchased the house and have two young chddren along with children in the neighborhood in
all directions
Currently the dramage swale crosses under Chester Drive exposing a plastic culvert pipe and sewer line
The swale then runs for a short distance and is then piped underground startmg at the neighbor's
property line The dramage swale is steep and rarely contains water The angle of repose of the bank
throughout the entire length of the swale is creating safety and mamtenance issues for the Carey's
We would like perm�ssion to pipe this portion of the swale connecting to both the city culvert and
attaching to the neighbors drainage system We are requesting a determination of the open drainage
swale crossing the property Is this open dramage system sub�ect to the Neuse Ripanan Buffer
regulations7 I enclosed a letter that Lauren Witherspoon sent me from the Division of Water Quality
We �ust received the letter and it is the first time that the Carey's have seen it Please advise me on how
