The City of Raleigh is re submitting a PCN for this pro�ect which includes the Wainut
Creek Trail from to the Worthdale Park to the Neuse River more than 4 miles of
trail in total
This tra�l was designed m the same manner as the Neuse River Trail that was
previously submitted and approved this year
The attached PCN details the sigrnficant avoidance and mirnmization efforts taken
during design to reduce impacts The City proposes compensatory mitigation in the
form of preservation
This re submittal includes 5 copies of the PCN and a check for $240

Raleigh s Walnut Creek Greenway Trad is the ma�or east west element in the Capital Area Greenway System It currently
follows Walnut Creek from Lake Wheeler Road to Worthdale Park with ma�or greenway connections to the Rocky Branch
Trad and the Little Rock Trad The Walnut Creek Greenway extension wdl begin at Worthdale Park and follow Walnut Creek
to the Neuse River Trail (under construction) In addition to acting as a link to the Mountains to Sea Trail locally the trad wdl
connect recreational residential and commercial nodes providmg an altemative mode of transportation and mcreasing
recreational opporturnties This pro�ect wdl connect Downtown Raleigh NC State Urnversity and Umstead Pa�lc to the Neuse
River Trad The pro�ect is also part of the City of Raleigh s efforts to protect water quality and increase npanan buffer areas
in the Neuse comdor The pro�ect includes property and easement acqwsition that places 4 201 acres into greenway
conservation or park land The pro�ect mcreases the Neuse River Buffers from 50 feet up 75 feet on both sides of the creek
In some areas the entire floodplain has been permanently conserved The City of Raleigh conservation effort is important to
the health of the Neuse Wver Basin given the heavy residential development withm the Basin

Whde Greenway Trails are an allowable use within buffer zones every effort has been made to reduce the
encroachment into buffer zones Per a meeting on December 8 2010 with Annette Lucas of DWQ the trad and
culverts are designed to only allow flow for which is naturally conveyed through existing draws in the land Also all
concentrated flows created by the trad are diffused with a level spreader prior to entering the Neuse River Riparian
Buffer

Corridor Realignment The horizontal alignment has been ad�usted to avoid or minimize impacts to wetlands streams
and buffers as much as possible Where these resources can be avoided they have been

spot This mcludes crossing at the most narrow pomt crossing perpendicular to the stream and crossing away from
parallel streams
Boardwalk over Wetlands — The City of Raleigh has a policy of using boardwalk to cross all �urisdictional wetlands
throughout their greenway network Whde this is a costly policy from both a construction and mamtenance perspective
the City is committed to preserving wetland function
Mirnm�zing Grading The trad itself matches existing grade to mirnmize the amount of fdl and reducmg the overall
footprmt of the pro�ect and thus the impacts to �urisdictional waters

Buried Dissipater Pads — NCDOT requires dissipater pads at the outFall of all pipes to dissipate velocity All dissipater

The City hopes that its considerable avoidance and minimization efforts and investment in the purchase of greenway
conservation easements wdl offset the impacts of this pro�ect The relatively small amount of impacts ( 03 acres of
permanent fdl of wetlands 0 11 temporary impacts to wetlands and 60 LF of temporary impacts for streams) dlustrates
how much effort went into avoidance and mirnmization The City has also previously purchased 272 8 acres of
property for greenway and park conservation along the pro�ect corridor The City is also in process of securing an
additional 31 7 acres of greenway conservation prope�ty necessary to budd the pro�ect If compensatory mitigation is
