Per our conversation of Wednesday June 18, 2003, this letter is to request authorization to discharge approximately 550,000 tl gallons of non process waters from two storage tank on site to the to the receiving waters designated as Lake Wylie, a class &water, in the Catawba River Basin. This type of discharge is not authorized under our current NP1 ES permit. This request results from a last minute attempt to refurbish two liquid ,storage tanks during our rip conning July 4,-2003 plant shutdown. Refurbishing would consist of a reasonable release of water f om each tank, sandblasting the interior walls, application o'a protective coating, then refilling of the tanks,for° normal use. A brief description owf'each of the tanks and their use are as follows. • Tank No.] is our clarifier tank with a capacity of"approximately 250,000 gallons of river water previously pumped from Lake Wylie. This water is primarily used for sanitary purpose'' with discharge to the Charlotte Me klensurg Utility .system, our local POT 1% facility In addition, small amounts of `water from the clarifier system is also used, for non - contact cooling with discharges under the NPIJES, General .Permit No. NCG5f1l 000. The only known contaminants within this system would be small amount of chlorine added to the river water to prevent alga growth. Westinghouse had previously advised Mr. D.Rex Gleason of your Mooresville office, that additional discharges not emanating from or controlled by the Westinghouse turbine Generator Plant appeared to be entering the Westinghouse spray pond upstream of outran, 001, Drawing MS 2001A indicates the locations of these discharges in relation to the Westinghouse spray pond. A processing fee (see attached schedule) in accordance with 15A NCAC 211 .0105(b). The application processing fee is based on the design or permitted flow, whichever is appropriate, listed in the first categories of facilities. 4. Primary industries listed in Appendix A of Title 40 of the Code of Federal Regulations, Part 122 shall also submit a priority pollutant analysis in accordance with Part 122.21. 5. Facilities which have not been constructed within the last permit cycle and are therefore., considered "new" facilities, shall also submit an Engineering Alternatives Analysis, referenced in 15A NCAC Subchapter 2H »0103 and Subchapter 2B Q21(c. 6, If the facility covered by this permit contains some type of treatment works, a narrative description of the sludge management plan must.be submitted with the application for the renewal.
