MIKE POPLIN SENIOR ENVIRONMENTAL ENGINEER MIDEAST DIVISION October 05, 1998 S DIVNI(Al . 4 WINSTON-SALE4 AN L4A2711 Ali,16 TELEPHONE 336 767-4600 FAX 336 744-2019 Mr. Mike Parker Division of Water Quality 919 North Main Street Mooresville, NC 28115 RE: Permit No. NCO080446 Clear Creek Quarry Mecklenburg County Dear Mr. Parker: This is to advise your office that we have investigated an apparent concern regarding our permitted discharges. Previously we advised Mecklenburg County and your office about of construction runoff. The current situation may be influenced again by construction runoff, but we are certain it is being affected by beaver activities upstream of our discharge point and possibly other off site conditions. Operationally, we are moving our quarry water sump to the south side of the pit. This will require us to install additional piping that has been ordered. We anticipate completing this work within the next 60 days, which will allow us to utilize an existing basin, thereby increasing the treatment of our discharge. Because of the historical concerns and the changes or improvements we propose to make, we wanted to keep you informed in this matter. Should you have questions or need farther information in the above, please contact me. Sincerely., Mike Poplin Environmental Engineer C: Sid Champion, R & A Analytical Labs Walter Beck David Holsinger 14 1 clear creek- DEQ letter 10-98.do-- PPPPF'r' UuI[an Materials Company s John Knox Mecklenburg County Engineering and Building Standards Department 700 North Tynan Street Charlotte, NC 28202 Re: Construction uction near ;-lean Creek Quarry Dear Mr.Knox: Due to continuing concerns, I want to document our earlier conversation, Last Summer, after' observing risible sedimentation and turbid stream flow, our Superintendent traced the source to a construction project upstream and adjacent to our property (area map enclosed). This was reported to you by phone on ,August 16 and we talked again the following week. You confirmed your inspection of the source and indicated you would fallow -up. We appreciate your efforts and know very well the importance of and requirements for erosion and sediment control which is also addressed i our mining permit. I again spoke with our Superintendent last week who indicated the turbid flaw was continuing from upstrearn sources. We are not contending damages, but are concerned that because this flow commingles with our permitted water discharge, it may cause our periodic samples to exceed State permit limitations. Please consider this as you monitor the upstream project(s) in the future. If we note increased sedimentation or noncompliant samples, we will contact you. Likewise, if you have questions or if we may assist you, please feel free to contact one or visit our site. Thank you very much: for your cooperation. Sincerely, , Mike Poplin mac: Mike Parker, Division of Water Quality, MRO Dennis Her . g, RAL Rodney Hobbs Lewis Murphy 11 MIDEAST DIVISION 1 P,Oa BOX 4239 # WINST`ON- ALEM, NORTH CAROLINA 711 -4 TELEPHONE 919 767.4600 A .
