The per nittee shall operate the facilities in a manner which will minimize the impact on the receiving waters. . The permittee shall utilize sound management practices to ensure that contaminants do not enter the surface waters as a result of blasting at this site. The pH shall not be less than 6.0 standard units nor greater than 9.0 standard units and shall be monitored monthly at the effluent by grab samples. There shall be no discharge of floating solids or visible foam in other than trace amounts.` 1. The permittee shall comply with Final Effluent Limitations specified for discharges in accordance with the following schedule: Permittee shall comply with Final Effluent Limitations by the effective date of the permit unless specified below. 2. Permittee shall at all times provide the operation and maintenance necessary to operate the existing facilities at optimum efficiency. 3. Describe receiving stream features and pertinent downstream uses: The receiving water is one of two unnamed tributaries (may be considered as headwaters) to Caldwell Creek which is classified as C waters. Howell's Child Care Center, approximately a mile northeast of'the proposed quarry site, discharges into a privately owned pond which is also a tributary to Caldwell Creek. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. Type of Wastewater: 0% Domestic 100% Industrial a. Volume of Wastewater: N/A (Design Capacity) Via. Types and quantities of industrial wastewater: An undetermined amount of process water generated from rock crushing operations will be treated through a series of four (4) settling ponds and recycled from a fresh water pond. However, intermittent discharges may occur due to overflows of settling ponds and surface runoff during heavy rainfall events. A polymer may be added to the process water to improve settling efficiency. C. Prevalent toxic constituents in wastewater: N/A d. Pretreatment Program (POTWs only): N/A 2. Description of Industrial Process (for industries only) and Applicable CFR Part and Subpart: Quarrying, crushing, washing and sizing granite stone to produce construction aggregate. 4. Type of Treatment (specify whether proposed or existing): A series of four (4) settling ponds will be constructed to forma recycle system for process water. A sediment basin is to be constructed for stormwater, ground water from mining pits and overflows of process water from settling ponds that occur from heavy rainfall events. Wastewater will be discharged from the sediment basin. 5. Sludge Handling and Disposal Scheme: Fine sediment in the settling ponds is to be removed periodically and used as filler, etc. 6. Air Quality and/or Groundwater concerns or hazardous waste utilized at this facility that may impact water quality, air quality or groundwater? The proposed intermittent discharge of stormwater, quarry pit water and rock processing water overflow from settling basins should not adversely impact the environment. However, local groundwater table may be disturbed by mining operation, thus affecting water supply wells of nearby residents. 5. Other: N/A PART IV - EVALUATION AND RECOMMENDATIONS The proposed discharge may consist of stormwater, groundwater from mining pits and/or overflows of process water from settling ponds of a recycle system. Due to the nature of the wastewater, the proposed discharge should not be detrimental to the receiving creek. However, local groundwater table may be disturbed by the mining operation, thus affecting water supply wells of residents in the area.
