Charlotte Water fakes environmental compliance seriously and has conducted a thorough review of all data related to the exceedance of the daily maximum fecal coliform limit that occurred at Oxford Glen on August 24, 2016. Charlotte Water has reviewed the following information in an effort to better understand the cause of this exceedance: 1) Validated Laboratory Data and its associated audit trail 2) Laboratory Exception Reports ) Laboratory Bench Level Raw Data 4) Other fecal coliform sample 'results and expected values for August 24, 2016 5) Chain Of Custody's associated with this sample, as well as other samples on the same data 6) Oxford Glenn's Daily Operations Data Unfortunately, at the conclusion of this review, we were unable to determine a definitive cause of the exceedance. Charlotte Water does, however, find it very unusual that our upstream value and Oxford Glen's effluent value were both 470 cfu1104m1's. Although we exceeded the daily max limit of 400 cful104ml, at the time of the collection of the grab sample„ we do not believe that levels were greater than 400 cful104ml over the duration of the entire day. Charlotte Water's daily operations data from the same date indicated no upsets or unusual circumstances occurred during this time period. In addition, while this result does exceed Oxford Glenn's daily maximum permitted limit for fecal coliform of 404cfu1104mis, the limit as expressed, is much more stringent than the applicable water quality standard which is a weekly geometric mean of 400 eful104ml and a monthly geometric mean of 200 c u1104mis. Therefore, assuming the results for fecal coliform on August 24th are accurate, the stream would not have been impaired for fecal coliform and would have continued to meet its designated use. Charlotte Water's subsequent sampling event on August 26, 2016 yielded a result of 3 cf (104mis which resulted in a weekly average of 38 cfu%104mis, well below the water quality standard.
