Energy Carolinas (PEC) proposes to rebuild approximately 3 0 miles of transmission lines located entirely within an existing 70 right of way (ROW) off Catfish Lake Road near New Bern NC in Craven County The construction area will encompass approximately 32 acres However new land disturbing activities within the construction area will be less than 0 2 acre for a permanent access road all other work will be structure/line replacement within the existing cleared ROW The access road is needed to accommodate annual maintenance on new line switches being installed The access road is approximately 300 in total length 16 wide (ABC stone) with 2 shoulders totaling 20 in width The proposed access road will actually be an upgrade of an existing unimproved access road NCDOT is requiring that the access road meet its specifications including a 30 by 20 asphalt apron The road will then narrow to 16 in width A locked gate will be installed at the entrance Typical road building equipment will be used for construction of the access road Parts of the access road will be located in a wetland area totaling < 0 2 acres A Pre Construction Notification (PCN) Form is enclosed and we are seeking approval for the pro�ect under CWA Sections 404 and 401 Impacts to wetlands have been minimized to the extent possible given the existing line infrastructure PEC is proposing to start this pro�ect in mid January 2012 and expects the line rebuild to be completed in late May 2012 The access road will not be constructed until all approvals have been received Progress Energy Carolmas Inc P 0 Box1551 Raleigh NC D602 Overview Construction of the line will involve replacing wood H frame pole structures without foundations and stringing new conductors Since this is a rebuild pro�ect there will be no new clearing activity other than the minimal amount (less than 10 acre) assoaated with the proposed access road Structures will be direct buried i e set by auguring a hole setting the pole and replacing the native material in and immediately around the structure No off site material (gravel concrete etc ) will be used nor will any excess material be taken off the site New conductor will then be strung Progress Energy has made every effort to minimize impacts of this line in construction methods used For example the existing ROW does include considerable wetlands areas Those areas will be matted to avoid equipment damage to the extent possible Standard Right of Way Clearing Practices The ma�ority of the proposed pro�ect (structure/conductor replacement) will be conducted within the existing cleared ROW Any areas of bare soil exposed during the work will be seeded and mulched according to the enclosed specifications No �urisdictional streams wetlands or Neuse River Buffer areas are located on the pro�ect site The following construction sequence is planned 1 Old structures and conductor will be removed from the site and properly disposed of and/or recycled Holes will be augered and new structures will be installed and holes backfilled with the removed soil using direct bury method Any remaining soil will be spread uniformly around the structures and the specified ground cover provided (depending upon space and terrain this step may occur either before or after conductors are installed) New Conductor will then be installed and the line energized 2 For consistency with the new NPDES stormwater permit for construction activities PEC will commit to providing ground cover throughout the pro�ect within 7 days on perimeter areas and slopes greater 3 1 and ground stabilization in 14 days on other areas (although no grading is proposed for line construction minor surface touch up will be done if any equipment inadvertently causes ruts) 3 Following completion of the pro�ect and installation of a ground cover the temporary construction entrance and erosion control measures will be removed Please note that we have also applied for authorization from the US Forest Service US Army Corps of Engineers and NC DENR Land Quality Section (courtesy notification only since the land disturbance is less than 1 acre) Should you or others of the Division
