We at Mariners Watch'HOA made several improvements to our wastewater treatment plant in February 2018 that I have written about in a previous response. Our Homeowners Association spent thousands of dollars on repairs and maintenance as well as numerous physical improvements to the site in an effort to improve our wastewater treatment facility at that time. I received communication from our plant operator, Metwater, on April 23, 2018, stating the Wastewater Treatment Plant has been inconsistent as of late and was showing signs of trouble as before. When l requested additional details, I was sent a screenshot of lab results that made no sense to me and did not explain that we had exceeded any daily maximum allowance, Metwater requested we bring in Carolina Lift Stations to diagnose the issue and provide assistance to Metter. After speaking with Metwater, e agreed to this and Carolina Lift Stations came to our plant the following day on April 24, 2018: l was advised by Metwater that Carolina Lift Stations replaced some fuses, ran the station manually, and reset the station (presumably the timing) to where it should work properly. Carolina Lift Stations stated that they repaired a wire on the transfer pump and cleaned the screen on the bubbler pump. They also expressed concerns to Metwater that there might not be enough coming in to the plant to keep the transfer pump going. To resolve this, Metwater operates the plant in manual mode a little every day. We take any Notice of Violation seriously along with any concerns regarding the safety of wastewater coming from our wastewater treatment plant. Since taking over as President of the Mariners thatch H©A, I have been diligent in resolving any problems with our wastewater treatment plant in an expeditious manner. Please contact me regarding any additional questions and we hope that you will not assess any penalties as we immediately respond to any problems with our plant and strive to improve the quality of our plant. The rule requires NPDES regulated facilities to report information electronically, instead of filing written paper reports. The rule clues not change what information is required from facilities. It only changes the method by which information is provided (i.e., electronic rather than paper -based). EPA is phasing in the requirements of the rule over a 5-year period. The two phases of the rule, and their key milestones, are: • Phase 1—Starting on December 21, 2016, regulated entities that are required to submit Discharge Monitoring Reports (DRs) will begin submitting these reports electronically. If you are currently reporting your D R data electronically using eDMR, then you simply need to continue reporting in the same way as you are now. The`key change is that, starting on December 21, 2016, electronic reporting of DMRs will be required, instead of voluntary. • Phase 2—Starting on December 21, 2020, regulated entities that are required to submit certain other NPDES reports will begin' submitting these reports electronically. Reports covered in the second phase include Notices of Intent to discharge in compliance with an NPDES general permit, Sewer Overflow/Bypass Event Reports, and a number of other NPDES program reports. Incorporating Electronic Reporting Requirements n into NPDES Permits The NPDES Electronic Reporting Rule requires authorized NPDES programs to incorporate electronic reporting requirements into NPDES permits beginning December 21, 2015. Under the new rule, the electronic reporting process supersedes the paper reporting process. According to our files, your NPDES permit became effective after November 2013, and should contain the requirement to electronically' report your Discharge Monitoring Reports using NC DWR's eDMR system. RECORDS/REPORTS.- MCWQP reviewed Discharge onito " g Reports (DM for the period September 2003 through September 2004. Records indicated that the facility satisfied monitoring requirements during the period of review with some exceptions, as noted under the Self Monitoring Program section heading of this report. All records andogs are maintained in the custody of the OR. No records are stored` on site, but were available upon request. Records appeared to be neat, organized and thorough, FACILITY SITE The facility is located in the Mariners Watch Subdivision adjacent to a residence at 16317 Mariners Watch Ct. The facility currently services five single-family residences. Established plantings, a fence and locked gate appear to provide adequate screening and security for the facility. EFFLUENT/RECEIVING WATERS: This facility discharges via an effluent pump station to Lake Wylie (Catawba River), which is classified as WS- d B waters in the Catawba River Basin; All components of the system appeared to be functioning properly at the time of the inspection. The ORC reports no malftinctions, spills or bypasses during the period of review. No effluent was discharged during r EFFLUENTIRECEIVING WATERS (Cont.): the inspection but it is unlikely that impacts to the receiving water would be discernable, in that the discharge point is in the in channel of the Catawba River (Lake Wylie). FLOW MEASUREMENT: Effluent flow is measured using a flow timer and known (measured) ptunp capacity. The capacity of the pump (flow) was last verified in January 2004. The reported effluent flow remains well below the permitted discharge it; however, annual verification / calibration of pump capacity with additional calibrations following any relevant equipment changes / modifications should continue. SELF -MONITORING PROGRAM. - Discharge Monitoring Reports (DMRs) were reviewed for the period from September 2003 to September 2004. DMRs indicate that the facility was in compliance with monitoring requirements and permit effluent limitations during this period, with the following exceptions: 1. One (1) Total Suspended Residue value in excess of the daily maximum permit of limit was noted on December 30, 2003. This constitutes one (1) violation, DWQ cited this violation on March 9,2004, as NOV-2004-LV-0133. 2. The CRC:` reported that numerous maintemice activities had occurred during the period of review. Several pumps had been replaced during the review period and the plant had been pumped out on these occasions. Clarified waste observed in the chlorine contact chamber (prior to discharge via the effluent pump) appeared to be somewhat cloudy; almost milky in appearance. The ORC indicated that this was not a unique observation and that permitted levels of TSS could -account for the appearance (i.e. effluent still in compliance). Audible and visible alarms demonstrated` during the 'inspection appeared to be functioning properly. The O C also reported some ongoing operation / maintenance issues related to flow volume and unidentified chemical disposal to the treatment plant, The ORC" reported several observations of high water during routine site visits, and offered speculation that residents may have occasionally dumped cleaning agents or bleach down that drain in quantities sufficient to affect the treatment system. No effluent was discharged during the inspection but it is unlikely that impacts to the receiving water would be discernable. ?LOW MEASUREMENT: Discharge Monitoring Reports ()MRs) were reviewed for the period from October 2002 to August 2003. DMRs indicate that the facility was in compliance with nionitoning requirements and permit effluent limitations during this period. No violations of the subject permit were reported. LABORATORY: Prism Laboratory analyzes Fecal Coliform samples for this facility. Test America analyzes effluent samples for all other permitted parameters. OPERATIONS & MAINTENANCE: Some particulate matter, resembling grease balls was observed in the chlorine contact chamber; however, treated effluent in the lift station appeared to be clear and low in odor. Otherwise the facility appeared to be neat, orderly and well maintained. The overall operation and maintenance strategy appears to be acceptable for the size and type of facility, with one exception. No provision for supplementary power has been made. Neither the operator nor the HOA maintains a portable generator for use at this facility during loss of power situations. Established plantings, a fence and locked gate appear to provide adequate screening and security for the facility. Audible and visible alarms were demonstrated during the inspection and appeared to be functioning properly. A draft permit is scheduled to become effective January 1, 2001 The pernutee has requested that the collection method for quarterly Total Phosphorus and Total Nitrogen be changed from composite to grab. The facility is a 0.0 2 MGD Sequential Batch Reactor wastewater treatment plant consisting of aeration, clarification, and chlorination chambers., with an effluent pump station. RECORDS/REPORTS: Discharge Monitoring Reports (D:MRs) were reviewed for the period October 2000 through September 2001 and appeased to be properly completed. Records, reports, and logs are clear and well maintained. October 2000 DMR indicates that effluent samples were collected in accordance with the permit on the 261h, but Total Residual Chlorine (TRC) was not documented. The ORC is going to submit an amended DMR to address this omission. FACILITY SITE VIEW, All of the existing components of the facility were in service and appeared to be operating properly at the time of the inspection. The ORC reports that there have been no system malfunctions that resulted in overflows or bypasses in the previous twelve months. The facility discharges to Labe Wylie (Catawba River), which is a "Class WS-V and B" water in the Catawba River Basin, FLOW MEASUREMENT: Flow measurement is accomplished using a flow timer, which is an acceptable method to meet the weekly instantaneous flow measurement requirement. Although the permit only rewires' weekly instantaneous flaw measurement, the ORC records flow on a continuous basis to assist him in trouble shooting problems with the collection system. Because Flow limits are a monthly average, there is no violation as long as the average is at or below the monthly average limit. January 4, 2001, both of which were 'submitted in response to a Compliance Evaluation inspection Report dated. December 18, 2000. Both of the referenced letters discuss violations o the monitoring requirements for Total Nitrogen (TN) and Total Phosphorus (TP). The permit requires a 24-hourcompositesample; a single grab sample is being collected. It is our understanding that all grab samples are already currently collected from the effluent lift station. Mr. Allison's proposal to collect the quarterly samples from the effluent lift station, using a 24-hourcomposite method, while resolving the violation, may not be the best solution'. For clarification, we would like to be advised of the discharge cycle characteristics of the lift station (i.e., activation method (float or timed), frequency, duration, and volume of discharge). Basically, since the other effluent parameters are monitored by a grab method, and based on the discharge characteristics of the facility, the requirement to collect 1TP samples by a -hourcomposite method may not be justified. Since the permit is scheduled to expire on August 31, 2001, a renewal application must, by regulation, be submitted by no later than March 1, 2001. Concurrent with the submittal, it is recommended that a request, along with justification, be made to modify the fTP sample type to grab, Pending a decision, you should take action to comply with current permit requirements. Additionally, the renewal application should clarify the treatment plants hydraulic capacity; various documentation lists the capacity as either 0.00225 MGD or 0.002 MGD. The Technical Assistance and Certification Unit has been contacted concerning this error, which should result in a subsequent letter indicating the correct classification. The permit's monitoring frequency requirements are consistent with that for a Grade 11 facility. The facility"s Operator -in -Responsible Charge (ORC) should possess at least Grade 11 certification of appropriate type and the Back-up ORC(s) should possess at least Grade I certification of appropriate type.
