Holly Road in Charlotte, NC can be divided into three areas for the purpose of this inspection report: 1) the above ground storage t (AST) area, on the east side of the facility, 2) the covered loading rack, in the center of the north side of the facility, and ) the storm water retention pond. The treatment works at the facility consists of a series of controlled release storm water dikes that drain to the storm water retention pond.The three northern most ASTs are surrounded by first retaining dike that drains, via a valved pipe, to the retaining dike that encircles the two southern most ASTs. After a storm event, collected storm water is inspected in the upper containment area. After the visual inspection, the valve connecting the two containment areas is opened and the storm water is drained to the lower containment area, where it again undergoes a visual inspection before it is drained once again to the final storm water holding pond., where it is retained until manually released. y water draining off the covered loading rack area goes through an oil/water separator and then to a holding tank. Water from the holding tank is then discharged to the POTW ( ) or is hauled of site for proper disposal. Form 3560-3 (Revised 3- 5) Previous Editions are Obsolete PPPFPI GENERAL: The facility was last inspected June 22, 2001 by David Caldwell of Mecklenburg County Department of Environmental Protection (MCDEP). A Compliance Evaluation Inspection Report was issued on July 18, 2001 PERMIT: The treatment works for the NPDES facility consists of a storm water retention pond. Storm water collected in the containment basins surrounding the above ground storage tanks is contained in the retention pond until it is manually released. The covered fuel loading rack area drains into a I 0,000-gallon above ground storage tank where sparging takes place. The permit properly describes the facility and appears adequate for the waste stream being treated. RECORDS/REPORTS: Discharge Monitoring Reports (DMRs) were reviewed for the period December 2000 through November 2001 . The reports appeared to be properly completed. Copies of effluent analytical results are readily available at the site. The Terminal Operator maintains organized records, logs and documentation relevant to the NPDES permit. FACILITY SITE REVIEW: The facility is engaged in gasoline, kerosene, and fuel oil storage and distribution. Any water draining off the covered loading rack area goes through an oil/water separator and then to a holding tank. Water from the holding tank is then discharged to the POTW (CMU) or is hauled off site for proper disposal. Any product collected by the oil/water separator is either transferred to tank T-2 for recycling or is hauled off -site for proper disposal. All of the major components of the facility treatment works were in service and appeared to be operating properly at the time of the inspection. The facility discharges to an unnamed tributary to Long Creek, which is a Class WS-IV water in the Catawba River Basin. FLOW MEASUREMENT: Flow measurement is accomplished by multiplying the known discharge rate from the outfall pipe by the discharge duration. -,qqqq LABORATORY: Prism Laboratories, Inc. performs laboratory analysis of effluent samples (North Carolina Certification # 2). EFFLUENT/RECEIVING WATERS: The facility was not discharging at the time of the inspection. The receiving waters were clear. No visual problems were observed in the stream. SELF -MONITORING PROGRAM: D Rs were reviewed for the period. December 2000 through November 2001. The reports indicate that the facility was meeting permit effluent limits during this period. Records indicate that all parameters are being monitored at the proper location and frequency, OPERATIONS & MAINTENANCE: The facility and site appeared well operated and maintained.
