SUBJECT: Start of Study Memo for the NCDOT Coastal Resilience - Living
Shorelines Project,NC 24 in Carteret and Onslow Counties,NC.
NCDOT Project No. M-0540A
The NCDOT proposes to repair three sites along NC 24, southeast of Swansboro,NC
(Figure 1). Wave action from several storm events is causing severe erosion and
threatening the integrity of the roadway embankment/causeway at these locations. Storm
activity has also damaged the sidewalk along NC 24 multiple times over the years.
NCDOT has partnered with the NC Coastal Federation and SWCA Environmental
Consultants and has been awarded a National Fish and Wildlife Federation(NFWF) grant
to pursue the advancement of the state's resiliency goals by using living shoreline
techniques to stabilize the shoreline and restore/enhance marsh habitat at the affected
sites (Figure 2). The NCDOT projects sites are labeled Sites 2, 3a& 3b, as they were
described in the National Fish and Wildlife Federation grant proposal. The grant was
awarded to the North Carolina Coastal Federation with partnerships with Carteret
Community College for Site 1, and with NCDOT for Sites 2, 3a and 3b.
A project team consisting of NCDOT,NC Coastal Federation, and SWCA personnel is
beginning the project development, environmental, and engineering studies for the
proposed project. Your input will be used in the development of environmental
documentation prepared pursuant to the National Environmental Policy Act. We would
also appreciate any information that may be helpful in evaluating the potential
environmental effects of the proposed project and, if applicable,please identify any
permits or approvals which may be required by your organization.
