Dear Mr.Yancey:
The Division has reviewed your request to suspend submission of monthly Discharge Monitoring Reports
(DMRs).
After considering the recommendations of the staff in the Raleigh Regional Office,I have agreed to waive
the requirement to submit monthly DMRs for the subject facility,effective March 1, 2015. The DMRs up
through(and including)February 2015 should be submitted as usual.
Be advised that if and when any wastewater discharge occurs, the discharge must be monitored as per the
terms of the NPDES permit and other applicable rules or statutes. Please keep the Raleigh Regional Office
apprised of any pertinent developments that arise regarding this facility, especially if the discharge is re-
activated.
While requirements for operator visitation, monitoring and reporting are being waived,you are still
required to pay the Annual Administering and Compliance Monitoring Fee that is associated with this and
all NPDES permits.

Dear Mr.Weaver,
The purpose of this letter is to formally request that all NPDES monitoring and reporting requirements(i.e.,
sampling/analytical work and DMR submissions)for the above referenced facility be suspended. The basis for this
suspension request is simple: All of the tanks, piping,and equipment at this facility were completely evacuated of all
has been completely empty and idle since that time. In addition,the DMR
inJanuary2007, and the facilityp y p y
products
record from 2007 to present has been completely free of permit excursions. There are currently no plans to
"reactivate"this terminal to any extent.
Given the current status/history of the site,it seems unnecessary to continue monitoring the associated storm water for
the various parameters prescribed in the permit or submitting DMRs. Should there be changes to the anticipated use of
this facility(i.e., plans to begin storing/handling products again),we would,of course, notify your office and plan to
resume all required monitoring and reporting.

SLUDGE MANAGEMENT PLAN

This facility has no routine sludge disposal. Normal maintenance of aboveground storage tanks
requires periodic cleaning and inspections approximately once every ten (10) years. The
cleaning process includes the removal and disposal of any sludges that have accumulated.
These sludges are managed and disposed of as required based upon analysis performed at the
time of removal. The total amount of sludge generated by tank cleaning operations is
approximately 5,000 gallons per tank.
