After considering the recommendations of the staff in the Raleigh Regional Office,I have agreed to waive the requirement to submit monthly DMRs for the subject facility,effective March 1, 2015. The DMRs up through(and including)February 2015 should be submitted as usual. Be advised that if and when any wastewater discharge occurs, the discharge must be monitored as per the terms of the NPDES permit and other applicable rules or statutes. Please keep the Raleigh Regional Office apprised of any pertinent developments that arise regarding this facility, especially if the discharge is re- activated. The basis for this suspension request is simple: All of the tanks, piping,and equipment at this facility were completely evacuated of all has been completely empty and idle since that time. In addition,the DMR inJanuary2007, and the facilityp y p y products record from 2007 to present has been completely free of permit excursions. There are currently no plans to "reactivate"this terminal to any extent. Given the current status/history of the site,it seems unnecessary to continue monitoring the associated storm water for the various parameters prescribed in the permit or submitting DMRs. Should there be changes to the anticipated use of this facility(i.e., plans to begin storing/handling products again),we would,of course, notify your office and plan to resume all required monitoring and reporting. Normal maintenance of aboveground storage tanks requires periodic cleaning and inspections approximately once every ten (10) years. The cleaning process includes the removal and disposal of any sludges that have accumulated. These sludges are managed and disposed of as required based upon analysis performed at the time of removal. The total amount of sludge generated by tank cleaning operations is approximately 5,000 gallons per tank.
