Project Description and History 4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Project site is a state maintained secondary road(SR 1103 Esclip Road)that crosses a braided UT to Wilson Creek and associated jurisdictional wetlands.Secondary road has a speed limit of 55 mph.Road is located in a rural area of Pasquotank county with mixed land uses primarily agriculture and residential. 4b.Have Corps permits or DWR certifications been obtained for this project(including all prior phases)in the past?* r Yes f No r Unknown 4d.Attach an 8 1/2 X 11 excerpt from the most recent version of the USGS topographic map indicating the location of the project site.(for DWR) Topo SR 1103 Esclip Road Excavation to Clear Pipe Inlet-Pasquotank 2.pdf 1.19MB 4e.Attach an 8 1/2 X 11 excerpt from the most recent version of the published County NRCS Soil Survey map depicting the project site.(for DWR) 20210121_12532212977_54_Soil_Map.pdf 557.67KB 4f.List the total estimated acreage of all existing wetlands on the property: 0.5 acres 4g.List the total estimated linear feet of all existing streams on the property: 300' 4h.Explain the purpose of the proposed project:* Purpose of project is to clear inlets of three existing culvert cross lines in an attempt to alleviate water backing up and flooding the roadway.Recent excessive rain events have resulted in organic matter frequently plugging the pipe inlets and washing snags and stranding them in the roadway creating hazardous driving conditions,especially at night.A single tree in three existing pipe locations prevent equipment from adequately clearing the pipe inlet which results in frequent plugging of the pipe and resultant flooding of the road.This is a attempt to alleviate the flooding in the short term until a larger project can be designed,permitted and constructed at the site. 4i.Describe the overall project in detail,including indirect impacts and the type of equipment to be used:* NCDOT will close a travel lane using traffic control.A tracked excavator will set up adjacent to the culvert in the existing adjacent paved travel lane.NCDOT maintenance staff will cut the tree down with the assistance of the excavator,cut it up in the roadway then load it into a dump truck.The excavator will then reach and pry the stump loose from the swamp floor and place the stump in the dump truck.The excavator will then ensure that an adequate channel to the pipe inlet exist free of any loose organic that may be dislodged with the stump removal.NCDOT estimates that the three trees and associated stumps will disturb or require the excavation of 33 ft'of swamp floor per tree for a total of 99 ft'.Prior to any excavation work a turbidity current will be deployed just below and adjacent to the outlet end of the pipe.If possible NCDOT will choose a time period of low flow to undertake the excavation work. NCDOT is hopeful that a increase in flow through the pipe will reduce the accumulation of organic material at the inlet and reduce the amount of inlet maintenance as well as greatly improve the safety to the traveling public. 4j.Please upload project drawings for the proposed project.
