Authorizing development in New Hanover County at Carolina Beach Inlet & the Atlantic Ocean,
Carolina Beach , as requested in the permittee's application letters dated 8/3/20 & 9/16/20.
This permit, issued on January 20, 2021 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may

1) This Renewal shall be attached to the original of Permit No. 50-16, which was issued to the permittee
on 5/5/16, as well as the Major Modification issued on 6/2/17, and copies of all documents shall be
readily available on site when Division personnel inspect the project for compliance.
2) All conditions and stipulations of the active permit remain in force under this Renewal.
3) Excavation shall not exceed -8' MLW (with a maximum 2' overdredge allowance) in Carolina Beach
Inlet, and -12' MLW at the AIWW crossing (with a maximum 2' overdredge allowance).

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2025
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.

4) In order to protect threatened and endangered species and to minimize adverse impacts to offshore,
nearshore, intertidal and beach resources, no excavation, fill or beach nourishment activities, including
mobilization and demobilization, shall occur from April 1 to November 15 of any year without prior
approval from the Division of Coastal Management in consultation with the appropriate resource agency
personnel.
5) Any proposal by the permittee to remove material from the IDMMS, or to carry out any additional
activities not previously authorized, shall require additional authorization from the Division.
6) The permittee shall continue to implement all mitigation and monitoring commitments made in, or
submitted with, the permit application and/or by permit condition.
Maintenance Clause
7) The Division of Coastal Management shall be notified in writing at least two (2) weeks in advance of
any maintenance work, including disposal within the IDMMS, as previously authorized by this permit,
and such notification shall include:
A. The number of the original permit.
B. A statement that no dimensional changes are proposed.
C. A complete set of project plans, including pre-dredging/placement hydrographic (bathymetry)
surveys (Before Dredge, or BD) of the entire inlet complex (to include the borrow area, federal
navigation channel and inlet crossing) and a statement of compliance from the USACE's
Navigation Branch. The location, design and holding capacity of the disposal area shall also be
approved by a representative of the Division and USACE prior to the initiation of any
maintenance dredging activities.
8) This renewal authorizes beach nourishment activities to be carried out one (1) time along the entire
reach of the requested project area. Any request to carry out additional activities within an area where
nourishment activities have been completed under this permit shall require a modification of this permit.
9) The permittee and his/her contractor shall schedule a pre -construction conference with the Division of
Coastal Management and the U.S. Army Corps of Engineers prior to the initiation of any activities
authorized by this permit. A complete set of project plans shall be provided at the time of each request
for a pre -construction conference.
NOTE: The U.S. Army Corps of Engineers assigned the proposed project COE Action Id. No. SAW
2014-02006.
NOTE: The N.C. Division of Water Resources has authorized the proposed project under DWR Project
No. 2012-08680.
NOTE: A permit renewal application processing fee of $100 was received by DCM for this project.
