UNC Respnnse to Hu�ater Camment: The Universify wi�l addxr;ss stormwater n�noff irnpacts to Latce
El1en and o�her off-si�e areas frortt t�e Carolina North development by meeting or exceeding the
applicable state or local re�ulatory requirernen�s for sto�nwater management and erosion and sediment
control.
The foilowing �ara�raphs from the University's June 29, 201 I response to the other public cannments
fur�l7er explains t�e reIevant regulatory requirements related to star�water and erosion a��d sedimen�
cantrol:
As part of tkze Carnlina North (CN) Development Agreement, �t�e University is required to meet
sta�-mwater managerr�ent criteria that address tk�e volume and peak flow o� runoff frotn each
paint wher� stonnwater runoff leaves tl�e CN property. Thase criteria prevent additionai runoff
frorn itnpacting dawns�rearr� proper�ies. Por each Site Devalopment Perrr�it (SDP) at CN, the
Tow�� of Chapel HiII (TOCH) Stormwater Management Division will review the U�iversity's
stnnr�water plans and calculatians for carrzpliance wiik� the starmwat�r management criteria.
Tl�e project will obtain a�� Erosio� and Sedimentation Contrni permit from the NCD�NR Land
Q�tality Sectinn. The projeet will inst�ll, inspect and mai�tai�� appropriate best managernent
practices to protect aquatic resources and comply wit1� perrnit eonditio�ls.
Comrnents regarding La�Ce Ellen. were also �nade at the Jt�e 21, 20].0 and the November 16, 2010 CN
At�ray Corps Individuat Permit public inforznation �neetings held by tk�e Univecsity. Those previous
inquiries about La�e Ellen w�;re referred to the T4CH's Stoz�mwater Management Division, az�d ��e
Univ�rsity wili send Mr. Hunter's co�ent to the Town as well.
