Re: Ross Road Culvert Replacement Environmental Letter Report
VHB environmental staff visited the Ross Rd. Culvert Replacement project site on April 3, 2018 and November 8, 2019 to evaluate the potential presence of jurisdictional resources as they relate to Section 401 and 404 of the Clean Water Act. The area of survey extended 50 feet landward from the top of bank
of the subject stream flowing underneath Ross Road and extended 100 linear feet upstream and downstream of the culvert (Figure 1). One jurisdictional stream, Stream A, is located within the study area. A second jurisdictional stream, Stream B, is located within 50-feet of the study area (Figure 2). Both of these streams are shown on the 1976 Durham County NRCS Soil Survey and are subject to the Neuse Riparian Buffer Rules (Figure 3). NC Division of Water Resources stream forms are attached.
VHB did not identify any jurisdictional wetlands or jurisdictional ponds within the study area. This information has not been verified by the US Army Corps of Engineers (USACE) or NC Division of Water
Resources (NCDWR). If requested by the City of Durham VHB will prepare a preliminary jurisdictional determination request and stream origin/buffer applicability determination request for submittal to the
USACE and NCDWR. Please contact VHB if the City would like further coordination with the USACE or NCDWR.

The proposed culvert will maintain the existing level of service. The project intends to replace the culvert and improve downstream drainage structures, so there is no change to the roadway width or roadway grade, so there will be no change to the peak flow for the 1-year, 24-hour storm, nitrogen or phosphorus load contributions, or total suspended solids. There are currently no stormwater treatment devices, and none are being proposed. There are two locations downstream where the existing driveway pipe is failing and will required new pipes which will cause a stream impact. All stream areas between the structures will be temporary impact during construction. For this project, several tree removals are proposed and will be included as permanent impacts. The fill slopes have been minimized to reduce impacts to the buffer zones to the greatest extent practical. Additionally, existing ditches will not be impacted in this project.
